Latvijas tautsaimniecības konkurētspējas novērtēšanas metožu analīze

Abstract

Anotācija Promocijas darba „Latvijas tautsaimniecības konkurētspējas novērtēšanas metožu analīze” mērķis ir izpētīt tautsaimniecības konkurētspējas novērtēšanas pieejas un metodes un, salīdzinot ar dažādām metodēm iegūtus atsevišķu Latvijas tautsaimniecības konkurētspējas pozīcijas un dinamikas aspektu vērtējumu, izstrādāt Latvijas tautsaimniecības konkurētspējas vērtēšanas koncepciju. Promocijas darba pirmo daļu autore veltī pētījuma objektam – tautsaimniecības konkurētspējas jēdzienam, tā evolūcijai un mūsdienu traktējumam, kā arī sniedz savu tautsaimniecības konkurētspējas formulējumu un izstrādā kritērijus, pēc kuriem iespējams vispārīgā gadījumā spriest par tautsaimniecības konkurēt nespēju vai konkurētspēju. Tāpat pirmajā daļā aplūkotas dažādu valstu īstenotās konkurētspējas nodrošināšanas stratēģijas un vērtēšanas pieejas. Promocijas darba otrajā daļā autore veltī uzmanību pētījuma priekšmetam: kritiski izvērtē dažādu rādītāju un metožu saturu, un interpretāciju tautsaimniecības konkurētspējas atsevišķu aspektu vērtēšanas kontekstā. Otrās daļas ietvaros autore izveido tautsaimniecības konkurētspējas vērtēšanas rādītāju un metožu sistematizācijas tabulu, kur sistematizācija veikta pēc 3 galvenajām pazīmēm: pieejas tautsaimniecības konkurētspējas vērtēšanai (agresīvā vai ilgtspējas), objekta (pozīcija vai dinamika), vērtējuma plašuma (atsevišķu aspekta vai komplekss vērtējums). Promocijas darba trešajā daļā autore kritiski izvērtē vairākus Latvijas tautsaimniecības stratēģiskās attīstības dokumentus un konstatē tajos tautsaimniecības konkurētspējas vērtējuma problēmu. Trešās daļas ietvaros autore, izmantojot otrajā daļā aprakstīto metodoloģiju, izvērtē Latvijas tautsaimniecības konkurētspējas atsevišķus aspektus gan saskaņā ar agresīvo vērtēšanas pieeju, gan saskaņā ar ilgtspējas pieeju un gūst apstiprinājumu izvirzītajai hipotēzei, ka tautsaimniecības konkurētspējas jēdziena un atsevišķu tās rādītāju dažādās interpretācijas dēļ iespējams iegūt atšķirīgu priekšstatu par tautsaimniecības konkurētspējas pozīciju un dinamiku noteiktā laika periodā. Izmantojot iegūto vērtējumu rezultātus un ievērojot minētās Latvijas tautsaimniecības stratēģiskās attīstības dokumentos vērojamās problēmas, autore trešajā daļā izstrādā un pamato Latvijas tautsaimniecības vērtēšanas koncepciju. Promocijas darba galvenās atziņas tā izstrādes procesā izklāstītas 7 zinātniskajos rakstos (tostarp 1 monogrāfijā) un 1 sagatavotā un recenzijai iesniegtā zinātniskā publikācijā, kā arī publicētas 1 starptautiskās zinātniskās konferences tēzes. Promocijas darba atziņas izklāstītas 7 zinātniskajās konferencēs. Autore piedalījusies 3 zinātnisko projektu izstrādē. Promocijas darba apjoms ir 187 lappuses. Tā saturs papildināts ar 46 ilustrācijām, 8 tabulām un 8 pielikumiem. Promocijas darba rezultāti izmantojami ekonomiskās stratēģijas dokumentu sagatavošanā, kā arī kā pamats regulāriem konkurētspējas pārskatiem Latvijā. Autores piedāvātā tautsaimniecības konkurētspējas vērtēšanas koncepcija var būt lietderīga ekonomiskās politikas izstrādē iekšzemē, un gūt pielietojumu starptautiskajā praksē.

Annotation The aim of the Doctoral Thesis „Analysis of the Methods of Assessment of Competitiveness of Latvian Economy” is to investigate approaches and methods used to assess the competitiveness of an economy and by comparing the assessment of several aspects of position and dynamics of competitiveness of Latvian economy obtained by different methods to work out the framework for assessment of the competitiveness of Latvian economy. The first section of the Doctoral Thesis is devoted to the object of the research – the concept of competitiveness of an economy, its evolution and modern interpretation. Within this section the author also proposes her own definition and works out a set of criteria according to which one can classify an economy as uncompetitive in a general case. In the same section an overview of strategies used to measure and ensure the competitiveness of an economy implemented by particular countries is given. The second section of the Doctoral thesis discusses the subject of the research; within this section the author presents a critical assessment of contents of different measures of competitiveness of an economy and their interpretation in the context of assessment of particular aspects of competitiveness of an economy. The author systematizes the main groups of measures of competitiveness of an economy according to the three main features: an approach (aggressive or sustainability approach); the object (position or dynamics) and the scope of assessment (a comprehensive assessment or assessment of a particular aspect of competitiveness of an economy). In the third section of the Doctoral Thesis the author analyzes critically a number of documents of strategic development of the Latvian economy and recognizes a problem of assessment of competitiveness within them. By using the methods and indicators discussed within the second section, the author assesses a number of aspects of competitiveness of the Latvian economy both according to the aggressive and sustainability approach and asserts the hypothesis that different treatment of the concept and variety of interpretation of several measures of competitiveness may result in contradictious evaluation of position and dynamics of competitiveness of an economy in the same period of time. Using the obtained assessment and taking into account the problems recognized within the documents of strategic development of the Latvian economy, the author draws up and grounds a framework of assessment of competitiveness of the Latvian economy. The main findings of the Doctoral Thesis are set out in seven scientific publications (including one monograph) and one scientific article submitted for publication, as well as one abstract of an international scientific conference. The author has presented the findings related to the Doctoral Thesis in seven scientific conferences and has participated in development of three scientific projects. The Doctoral Thesis consists of 187 pages with 46 charts and eight tables included. Eight appendixes are added. The main findings of the Doctoral thesis may be used to develop documents of strategic development of an economy or as a basis for regular assessment of competitiveness of Latvian economy. The framework of assessment of competitiveness of an economy developed by the author may serve both for the purposes for national and international research.
