Abstract

Anotācija. Atslēgas vārdi: Latvijas pašvaldību sistēma, Latvijas pašvaldību sistēmas atjaunošana, pašvaldību teritoriālās un funkcionālās reformas. Latvijā pašvaldību sistēmas izpēte ir aktuāls juridiskās zinātnes objekts. Tomēr kopš valsts neatkarības atjaunošanas joprojām trūkst apjomīgu teorētisku pētījumu par pašvaldību sistēmu un šīs sistēmas izmaiņu pamatojumu. Šo promocijas darbu var uzskatīt par pirmo pētījumu Latvijas valststiesību apakšnozarē, kurā kompleksi raksturota Latvijas pašvaldību sistēmas atjaunošana pēc padomju okupācijas perioda beigām, kā arī zinātniski izvērtētas līdz šim būtiskākās īstenotās pašvaldību teritoriālās un funkcionālās reformas. Promocijas darba kopsavilkumā piedāvāti autora priekšlikumi Latvijas pašvaldību sistēmas pilnveidošanai un redzējums pašvaldību sistēmas izveidē pieļauto nepilnību novēršanai.Annotation. In Latvia, research of local government system is a topical object of legal sciences. However, since the renewal of independence of Latvia there are still no voluminous theoretical researches about the local government system and justification for changes of this system. This promotional paper can be considered the first research in the sub-sector of Latvian state law, where renewal of local government system of Latvia after the end of soviet occupation period has been described in detail and the most significant territorial and functional reforms of local governments implemented up to now have been assessed. In the conclusion of the promotional paper, proposals of the author for improvement of local government system of Latvia and the vision for elimination of deficiencies committed during establishment of local government system have been provided.
