Iedzīvotāju līdzdalība lielmēroga daudzdzīvokļu namu pagalmu vides labiekārtošanā

Abstract

Rīgas lielmēroga daudzdzīvokļu pagalmu kvalitāte balstās gan uz iedzīvotāju aktivitāti, gan namu pārvaldnieka un likumdošanas elementu efektivitāti. Pagalmā satiekas sociāla, ekonomiska un tiesiska rakstura problēmas, veidojot sarežģītu sistēmu, kuras uzlabošana ir aktuāla iedzīvotāju dzīves kvalitātes, kā arī pilsētas ārtelpas uzlabošanai. Literatūras apskatā aplūkots vēsturiskais aspekts, kas ietekmējis iedzīvotāju savstarpējās sadarbības efektivitāti, normatīvais aspekts, kam pakļauta pagalmu attīstība, kā arī pagalmu nozīme dzīves kvalitātes uzlabošanai. Praktiskajā daļā tiek apskatītas realizētas iniciatīvas, kā arī intervēti nozares eksperti. Iegūtie rezultāti liecina, ka ir jāveic būtiskas pārmaiņas pārvaldības sistēmā, kas mudinātu iedzīvotājus realizēt iniciatīvas, sadarbojoties ar profesionāļiem.

The quality of Riga large-scale apartment courtyards is based on both the activity of residents and the effectiveness of the building manager and legislative elements. There are social, economic and legal challenges in the courtyard, creating a complex system that is up to date to improve for the quality of life of citizens as well as the city's outdoor space. The literature review consists of historical aspects that have affected the effectiveness of interpersonal cooperation, the regulatory aspect subject to yard development, and the role of courtyards for improving the quality of life. In the practical part is analyzed realised initiatives as well as interviews of experts. The results have shown that significant changes need to be made to the management system, which would encourage citizens to take initiatives in cooperation with professionals.
