Latvijas Republikas ierēdņu institūts: Valsts un pašvaldību darbinieku centrālā savienība (1926 – 1934)

Abstract

Maģistra darba mērķis ir konstatēt Latvijas valsts ierēdņu institūta vidējo un zemāko algu kategoriju materiālā, sociālā un tiesiskā stāvokļa problēmjautājumus un to risināšanas gaitu caur VPDCS darbības prizmu, tādējādi pilnveidojot priekšstatu par līdz šim faktiski neizpētīto valsts dienestu. Valsts bija lielākais darba devējs, nodarbinot gadā vidēji 40 000 personu. Darbinieku interešu aizstāvībā VPDCS izmantoja attiecīgā laika perioda likumiskos līdzekļus izvirzīto mērķu sasniegšanai. VPDCS līdzdalība likumdošanā, esot lielākajai pilsonisko spēku pārstāvei, vērtējama kā būtiski nozīmīga jautājumos par valsts darbinieku tiesiskā un materiālā stāvokļa uzlabojumiem. Nenoliedzami, ka kopējo likumdošanas procesa izstrādes gaitu ietekmēja valsts ekonomiskās un saimnieciskās spējas.

The aim of the Master's thesis is to determine the problematic issues of the material, social and legal condition of the middle and lowest salary categories of the Institute of State Civil Servants of Latvia and the progress of their resolution through the prism of the VPDCS activity, thus improving the idea of the state service that has not been actually studied so far. The state was the largest employer, employing an average of 40,000 persons annually. In defense of employees' interests, VPDCS used the legal means of the relevant time period to achieve the set goals. The participation of VPDCS in the legislation, being the largest representative of the civil forces, can be evaluated as significantly important in matters of improving the legal and material status of state employees. It is undeniable that the overall development of the legislative process was influenced by the state's economic and economic capabilities.
