The COVID-19 pandemic has posed significant challenges to governments worldwide, leading to the implementation of restrictions on freedom of movement as a central strategy to control the spread of the virus. This thesis examines contrasting approaches enacted by Latvia and Sweden in handling derogations to freedom of movement during the pandemic and assessing their effectiveness. Through a multidisciplinary approach, including legal analysis and comparative study, the research explores the balance between public health imperatives, individual rights, and economic consequences. The thesis identifies lessons for EU policymakers, emphasizing the importance of transparency, targeted support measures, mental well-being considerations, and collaborative decision-making. By integrating these insights into unified guidelines, policymakers can enact a comprehensive framework that safeguards citizens' well-being, preserves economic prosperity, and upholds human rights during extreme circumstances.
