Aprūpes tiesību atņemšanas novēršana Edgara Kauliņa Lielvārdes vidusskolas 1.- 4. klašu novārtā pamesto bērnu vecākiem

Abstract

Diplomdarbs ir izstrādāts, plānojot un realizējot preventīvo darbu aprūpes tiesību atņemšanas novēršanai Edgara Kauliņa Lielvārdes vidusskolas 1.-4. klašu novārtā pamesto skolēnu vecākiem. Diplomdarbā ir ietverti statistikas dati par ģimeņu vispārējo stāvokli Latvijā un Lielvārdē, to veidošanās tendences, kā arī norādīti faktori, pēc kuriem nosaka riska ģimeni. Darbā ir uzskaitītas galvenās problēmas tā sauktajām riska ģimenēm. Ievērojamu vietu darbā aizņem aprūpes tiesību atņemšanas riskam pakļauto ģimeņu raksturojums un bērnu pamešanas novārtā izpausmes, veidi un sekas, tādējādi atvieglojot interesentiem novārtā pamešanas, kā vienas no vardarbības formām, atpazīšanu. Darbā ir apkopotas un uzskaitītas pazīmes, kas liecina par bērna pamešanu novārtā. Diplomdarbā analizēti vecāku aprūpes tiesību atņemšanu regulējošie normatīvie akti, kā arī skaidrotas bērna likumiskās tiesības un pamatvajadzības. Autore ir skaidrojusi arī vecāku pienākumus pret bērnu un aprakstījusi aprūpes tiesību atņemšanas gadījumus un iemeslus bērna pamešanai novārtā. Autore iepazīstina ar sociālā pedagoga darbību aprūpes tiesību atņemšanas novēršanā, galveno akcentu liekot uz preventīvo darbību un sociālā pedagoga lomām un funkcijām sociālpedagoģiskās darbības laikā. Darbā akcentēts, galvenokārt, preventīvais darbs ar vecākiem, kuri pamet novārtā savus bērnus, nevis nelabvēlīgo seku likvidēšana. These diploma theses have been elaborated, while carrying out preventive work, in order to avert the termination of parental rights of neglected first- to fourth-graders of Edgara Kauliņa Lielvārde Secondary School. Diploma theses comprise statistical data on general situation of families in Latvia and in Lielvārde, tendencies, as well as a list of factors, according to which a family might be considered as a risk family. The main problems characteristic for the, so called, risk families are listed in the work as well. In order to make it easier to identify neglecting as one of the forms of violence, a lot of attention in this work is paid to characteristics of those families with a high risk of termination of parental rights as well as different manifestation of neglecting. Theses sum up and list symptoms, indicating that the child is being neglected. Diploma theses analyze legislation, regulating the termination of parental rights as well as explain legal rights and basic needs of the child. The author of these theses explains also obligations of parents towards their children, describes the most common reasons why children are being neglected, names cases of termination of parental rights and acquaints with the work of social pedagogue in order to avert termination of parental rights, stressing preventive work and role and functions of social pedagogue, when performing social-pedagogical work.. Theses underline the need of preventive work with parents neglecting their child and not on elimination of negative consequences.
