Veselības aprūpes pakalpojumu pieejamības raksturojums Baltijas valstu iedzīvotājiem

Abstract

Maģistra darba „Veselības aprūpes pakalpojumu pieejamības raksturojums Baltijas valstu iedzīvotājiem” ir izpētīta Baltijas valstu veselības aprūpes sistēmas būtība un pieejamība to iedzīvotājiem, izanalizēti to veselības aprūpes finansēšanas veidi, kā arī izstrādāti priekšlikumi par šo sistēmu pilnveidošanu. Šī darba uzdevumi ir izpētīt veselības aprūpi, tās pieejamību Baltijas valstīs, noskaidrot jaunākās atziņas par pētāmo problēmu; analizēt veselības aprūpes sistēmu uzbūvi un galvenās atšķirības Baltijas valstīs. Apskatīt Baltijas valstu iedzīvotāju vispārīgos veselības rādītājus; izzināt galvenos veselības aprūpes finansēšanas avotus Baltijas valstīs; piedāvāt iespējamos risinājumus veselības aprūpes uzlabošanai Baltijas valstīs līdz 2015. gadam. Maģistra darbs sastāv no 3 pamatdaļām ar 13 apakšnodaļām. Pirmā daļa ir maģistra darba teorētiskā bāze, kurā ir apskatīti veselības aprūpes jēdzieni un Baltijas valstu iedzīvotāju veselību raksturojošie lielumi, tiek apskatītas veselības aprūpes sistēmas uzbūve un reglamentējošie dokumenti. Otrā daļa veltīta veselības aprūpes sniegto pakalpojumu klāsta salīdzinājumam Baltijas valstīs, tiek analizētas veselības aprūpes saņemšanas iespējas Baltijas valstīs, noskaidroti Latvijas un Lietuvas iedzīvotāju viedokļi par veselības aprūpes pieejamību un iedzīvotāju apmierinātību. Trešā daļa veltīta esošo problēmu raksturošanai veselības aprūpes sistēmās Baltijas valstīs un ekspertu viedokļu analīze par iespējām veselības aprūpes uzlabošanā. Tiek apskatītas veselības aprūpes sistēmu tendences un Eucomed pieci nākotnes scenāriji veselības aprūpes sistēmu darbībai ES un Latvijā, kā arī piedāvāti risinājumi veselības aprūpes uzlabošanai līdz 2015. gadam Baltijas valstīs. Maģistra darba nobeigumā ir apkopoti galvenie secinājumi un sniegti priekšlikumi problēmu risināšanai. Pielikumos pievienotas atšifrētas tiešās intervijas un anketas paraugs, kuru autore izmantoja pētot veselības aprūpes pieejamību Latvijā darba otrajā daļā.

Master's thesis "Health care accessibility characteristics of the Baltic population" has been explored in the Baltic countries health care systems and the accessibility of their inhabitants, analysed the health care financing, as well as proposals for the development of thise systems. This statement of work are to explore health care, its availability in the Baltic countries, to find out the latest findings of the research problem; analyze health care system structure and the main differences in the Baltic States. To scrutinize the Baltic country's population in general health indicators; study on key health care financing in the Baltic countries; offer possible solutions to improve the health care system of the Baltic countries by 2015. Master's thesis consists of 3 main body with 13 subsections. The first part is the master work of the theoretical base that expands on the concepts of health care and the health of the population of the Baltic States specific values, examines the health care systems of construction and regulatory documents. The second part is devoted to the health care services provided range compared to the Baltic States, are analyzed in the health receiving facilities in the Baltic countries, established in Latvia and Lithuania citizens views on health care and personal satisfaction. The third part is devoted to the problem of characterization of existing health care systems in the Baltic countries and experts in the analysis of the possibilities of improving health care. Examines the health care trends and future scenarios of Eucomed and five health care systems in the EU and Latvia, as well as offer solutions for improving health care by 2015 in the Baltic countries. The final master's thesis summarises the main conclusions and proposals to solve problems in health care systems. The annexes attached to decrypt direct interviews and sample of questionnaires, which the author used researching health care in Latvia is working on the second part.
