Ņemot vērā vēsturiski novērotās finanšu un ekonomiskās krīzes un to seku būtisko ietekmi uz banku sistēmu, ir pastiprinājušās regulējošās prasības banku darbībai, kas vērstas uz savlaicīgu iespējamo negatīvo seku un to ietekmes uz banku novērtēšanu.
Maģistra darba mērķis ir stresa testēšanas kā atsevišķa banku risku pārvaldīšanas elementa kompleksa analīze, kā arī kritēriju identificēšana, kas ļauj novērtēt, vai bankas veiktā stresa testēšana ir atbilstoša regulējošām prasībām un kvalitātīti tiek izmantota risku pārvaldīšanā, t.sk. nodrošina uz nākotni vērstu risku pārvaldīšanu.
Lai sasniegtu izvirzīto mērķi, maģistra darbā ir analizētas stresa testēšanā izmantojamās metodes, scenāriju un stresa testu programmas veidošanas pamatprincipi, vēsturisko stresa testēšanas metožu attīstība un pilnveidošanās, kā arī regulējošās prasības. Due to the experience gained from financial and economic crisis and their severe impact on banking sector, supervisors have enhanced banks’ regulations with the purpose to ensure timely identification and prudent management of risks material for banks.
The master paper is dedicated to the comprehensive analyses of stress testing as the method of risk management. The master paper identifies criteria to assess whether stress testing undertaken by bank is in line with regulations and is properly used in bank’s risk management, to include forward-looking risk management.
To achieve the objective of the master paper the author analyses methods used in stress testing, criteria for establishment of stress testing scenarios, the development of stress testing programme, as well as enhancements of stress testing methodology and regulatory framework.
