Diplomdarba mērķis ir raksturot valsts un pašvaldību sociālos pabalstus Latvijā kā sociālās drošības sistēmas sastāvdaļu.
Pamatojoties uz Latvijas Republikas likumdošanu un publikācijām, kas attiecas uz sociālo drošību un sociālajiem pabalstiem, analizēti valsts un pašvaldību sociālās palīdzības pabalsti. Īpaša vērība veltīta bērnu pabalstiem (ģimenes valsts pabalstiem, bērna piedzimšanas pabalstiem un bērna kopšanas pabalstiem), jo tiem ir noteicoša loma dzimstības līmeņa paaugstināšanā.
Kopumā valsts sociālo pabalstu jomā pēdējos gados ir vērojamas pozitīvas attīstības tendences, jo, piemēram, paaugstināts valsts sociālais pabalsts ģimenēm ar bērniem, tiek ieviesti jauni valsts sociālie pabalsti. Tomēr valsts budžeta ierobežoto iespēju dēļ efektīva valsts palīdzība indivīdiem un ģimenēm ir maz jūtama, atsevišķu valsts sociālo pabalstu apmēri ir zemi un neļauj sniegt pietiekamu valsts atbalstu ar ienākumu samazināšanos saistītās situācijās.
Diplomdarbu veido trīs nodaļas:
* Pirmajā aprakstīti sociālie pabalsti kā sociālās drošības sistēmas sastāvdaļa.
* Otrajā aprakstīti valsts sociālie pabalsti, tiem izlietotie līdzekļi, pabalstu saņēmēju vidējais skaits un lielums, kā arī to plāna izpildes analīze.
* Trešajā aprakstīti pašvaldību sociālie pabalsti un atsevišķi aplūkoti Rīgas pašvaldības sniegtie sociālie pabalsti.
Diplomdarbs satur: 78.lpp., 16 tabulas, 16 attēlus un 12 pielikumus. The purpose of the diploma work is to characterize the state social insurance benefits and social subsidy of self-government in Latvia as a part of the social security system.
State social insurance benefits guarantee a person a certain substitute for income - becoming employed, in the event of sickness, during prenatal and postnatal (maternity) period, as well as due to accident at work or contraction of an occupational disease, also with the death of dependant and due to other cases.
State social insurance benefits and municipalities social security subsidy are analysed based on the laws of Republic of Latvia and publications that referred to social security and social subsidy. As decrease of level of birth is a current critical issue in the country, author pays additional attention to the child birth and care subsidy.
In general the situation in social subsidy field improved during the last years, showing noticeable positive trends, such as decrease in state social subsidy for families with children and in form of new social subsidies. Due to the state budget limited opportunities, individual and family state help is not enough. State social subsidies are small and do not allow providing sufficient state support in situation when individuals’ income decreases.
The diploma work consists of three parts:
* First part describes social subsidies as a part of the social security system.
* In second part are described state social subsidy, spent funding, subsidy recipients average number and received amounts, as well as analyses of plan executions.
* Third part describes municipality social subsidies. Municipality of Riga subsidies are reviewed separately.
Diploma paper contains: 78 pages, 16 tables, 16 images and 12 appendices.
