Bezdarba risku un bezdarba ilgumu ietekmējošie faktori Latvijā

Abstract

Darba tēma ir Bezdarba risku un bezdarba ilgumu ietekmējošie faktori Latvijā. Darba mērķis ir novērtēt bezdarba risku un bezdarba ilgumu Latvijā ietekmējošus faktorus, nosakot bezdarba riskam un ilgākā bezdarba perioda riskam pakļautas iedzīvotāju grupas, un sniegt priekšlikumus valsts politikas veidotājiem uz šīm grupām orientētas nodarbinātības politikas veidošanai. Darbā ar Probit modeli, Kaplana-Meiera izdzīvošanas funkciju un Koksa proporcionālā riska modeli ir noteiktas sakarības starp bezdarba risku, bezdarba ilgumu un sociāldemogrāfiskajiem rādītājiem. Rezultāti liecina, ka bezdarba risku palielina sekojoši faktori: dzīvesvieta Latgales un Pierīgas reģionā, neprecētie iedzīvotāji, Latvijas nepilsoņi, piešķirta invaliditātes grupa, pamata izglītība, valsts valodas zināšanu neesamība, vecums 15-19 un 55-64 gadu robežās. Darbs ir noderīgs valsts nodarbinātības politikas mērķa grupu noteikšanā.

The subject of the thesis is Determinants of Unemployment Risk and Unemployment Duration in Latvia. The object is to evaluate the determinants of unemployment risk and unemployment duration in Latvia, identifying the groups of people that run the risk to be unemployed and to be unemployed for a long time, and to develop consistent recommendations on targeting of employment promotion programs. The Probit model, Kaplan-Meier surviving function and Cox proportional hazard model are employed to analyse the role of the socio-demographic variables on unemployment risk and unemployment duration. The results show that inhabitants of Latgale and Outer Riga, single persons, non-citizens (aliens), disabled persons, persons without secondary education, without attestation of the Latvian language, youth and pre-retirement age people are the subject to the increased unemployment risk. The thesis may be used by the labour policy makers in identifying the target groups of employment promotion programs.
