Abstract

Maģistra darba temats ir ”Zinātnes, pētniecības un inovāciju attīstība un problēmas Latvijā, ES kontekstā”. Zinātnes, pētniecības un inovāciju attīstība ir noteicošs faktors ES un Latvijas ilgtspējīgas ekonomikas attīstībai un sabiedrības labklājības nodrošināšanai. Pētījuma aktualitāti nosaka fakts, ka ka 2011. gadā publicētajā „Innovation Union Scoreboard 2010” pētījumā starp 27 pētījumā iekļautajām valstīm Latvija ieņem pēdējo – 27.vietu. Arī valsts finansējuma apjoms zinātniski pētnieciskajam darbam 2010. gadā bija niecīgākais ES dalībvalstu vidū, turklāt negatīvi ir vērtējams fakts, ka Latvija valsts budžeta finansējuma ziņā atpaliek arī no ES jaunajām dalībvalstīm, līdz ar to Latvijai nākotnē kļūs arvien grūtāk konkurēt un piesaistīt finansējumu no starptautiskajiem avotiem. Darba mērķis ir noteikt inovāciju attīstības kavējošos faktorus Latvijā un uz datu analīzes pamata izstrādāt priekšlikumus zinātnes un pētniecības attīstības veicināšanai ES kontekstā. Pētījuma rezultātā secināts, Latvijas konkurētspēja ES kontekstā ir ļoti zema, jo nav efektīvi galvenie zināšanu elementi (zinātne un izglītība). Latvijā pastāv mazs nodarbināto skaits zinātnē un pētniecībā (zinātnieku novecošanās, nepietiekams doktorantus kaits). Pētniecībā un attīstībā pieejamā finansējuma svārstību un valstī esošās ekonomiskās situācijas nestabilitātes dēļ trūkst motivācijas un iespēju jauno speciālistu piesaistīšanai zinātniskajam un akadēmiskajam darbam. Maģistra darbs ir svarīgs ieguldījums inovāciju problemātikas izpētē, kas rosinās veikt jaunus pētījumus, jo tikai pēdējo gadu pieejamie pētījumi ir radījuši izpratni par inovāciju sarežģītajiem procesiem. The title of the master’s thesis is “Development and problems of science, research and innovation in Latvia, in context of EU”. Science, research and innovation development is a key factor for EU’s and Latvia’s sustainable economic development and public welfare. The topicality of the thesis is proven by the fact in the study “Union Innovation Scoreboard 2010” published in 2011, Latvia ranks last among the 27 surveyed countries. The amount of public funding for scientific research in 2010 was the smallest in the EU Member States. Moreover, there is the negative fact that Latvia lags behind the new EU Member States in terms of state budget funding. Therefore, in the future for Latvia, it will become increasingly difficult to be competitive and attract funding from international sources. The main goal of the thesis is to determine disincentives of innovation development in Latvia, and on the basis of statistical data to develop proposals for scientific and research development in the context of EU. At the end of the thesis, observation is made that competitiveness of Latvia in the ES context is very low because the main elements of knowledge (science and education) are not effective. There is a small number of people employed in science and research (scientists aging, insufficient number of doctoral students) in Latvia. Research and development funding available and the instability of the economic situation, there is little opportunity and a lack of motivation to attract young professionals to scientific and academic work. Master’s thesis is an important contribution to the research of innovation problems that could encourage new research, because only in recent years there are available studies that have led to understanding of the complex processes of innovation.
