Valsts pakļautībā esošo Sociālās aprūpes centru finanšu līdzekļu plānošana

Abstract

Diplomdarbam izvēlētā tēma ir „Valsts pakļautībā esošo Sociālās aprūpes centru finanšu līdzekļu plānošana”. Uz doto brīdī Latvijā arvien vairāk tiek pievērsta uzmanība sociālajai atstumtībai un tās mazināšanai. Darbā tiek pētīta finanšu līdzekļu plānošana valsts pakļautībā esošajos Sociālās aprūpes centros un izteikti priekšlikumi divu Ministru kabineta noteikumu izmaiņām, kā arī izstrādāti „Rezerves fonda” izveidošanas principi. Darbs sastāv no trīs nodaļām: pirmajā nodaļā apskatīti normatīvie akti, kas attiecas uz Sociālās aprūpes centru finanšu līdzekļu plānošanu. Otrajā nodaļā analizētas resursu (ieņēmumu) un izdevumu tāmes un finansēšanas plāni. Trešajā nodaļā izstrādāti „Rezerves fonda” izveidošanas pamatprincipi un izstrādāts tā nolikuma projekts. Kopumā vērtējot Sociālās aprūpes centru finanšu līdzekļu plānošanu un uz to attiecināmos normatīvos aktus ir vērojamas vairākas nepilnības, kuras būtu jānovērš. Metodikā „Nauda seko klientam” būtu jāievieš „Rezerves fonds” jeb jāizdala līdzekļi neparedzētiem gadījumiem. Jāpilnveido Ministru kabineta noteikumi, kas attiecas uz atalgojuma un maksas pakalpojumu izcenojuma noteikšanu valsts pakļautībā esošajos Sociālās aprūpes centros.

“Planning the Financial Means of the State Subordinate Social Care Centres” is chosen as the theme of the diploma paper. Currently in Latvia people are more and more paying attention to social rejection and ways how to decrease it. In the diploma paper the financial planning in the state subordinate Social care centres is examined, proposals for changes of two rules of the Cabinet of Ministers are given, as well as the principles for developing “Backup fund” are provided. The bachelor paper consists of three parts: in the first chapater laws and regulations that refer to planning of the financial means of Social care centres are discussed. In the second chapter the estimate of resources (income) and expenses as well as financing plans are analysed. In the third chapter alongside with the basic principles for creating a “Backup fund” a project of normative acts is developed. In general in the process of planning financial means of Social care centres and in the respective normative acts several imperfections can be observed and these faults should be eliminated. In the methodology “Money follows the customer” a “Backup fund” should be introduced or in other words funds for emergency cases should be allocated. The rules of the Cabinet of Ministers that refer to determining the salaries and the prices of pay services in the state subordinate Social care centers should be improved.
