Fondēto pensiju shēma Latvijā, tās ietekme uz valsts un iedzīvotāju labklājību

Abstract

Diplomdarba tēma ir „Fondēto pensiju shēma Latvijā, tās ietekme uz valsts un iedzīvotāju labklājību”. Pēc neatkarības atgūšanas pastāvošā pensijas sistēma neatbilda jaunajiem tirgus ekonomikas apstākļiem un tā īsti nespēja darboties, kam par iemeslu 90. gadu sākumā tika uzsākta liela pensijas sistēmas reforma. Autore analizē kā fondēto pensiju shēmas darbība un tās darbības rādītāji ietekmē un ietekmēs gan valsti, gan personas labklājību. Autore pamato fondēto pensijas shēmas nepieciešamību. Darbā tiek izvērtēta patreiz Latvijā izveidojusies smagā demogrāfiskā situācija, kas izskaidrojama ar iedzīvotāju dzimstības samazināšanos pēdējo 15 gadu laikā un tuvāko 40 gadu laikā draud ar to, ka fondēto pensiju shēmas dalībnieku skaits strauji saruks. Īpašu uzmanību autore velta fondēto pensiju shēmas darbības izpētei un nākotnes prognozei, kas kalpo kā valsts un iedzīvotāju vecuma labklājības uzlabotājs. Tiek analizēti fondēto pensiju plānu politikas virzieni, kā arī darbības priekšnosacījumi, ierobežojumi pensiju plānu ieguldījumu politikas veidošanā. Autore darbā prognozē fondēto pensiju kapitāla apjoma pieaugumu, kā pamatā ir straujš bruto algas pieaugums.

The theme of this diploma work is „Funded Pension System in Latvia, Effects on State and Person’s Welfare.” With the independence of Latvia in the beginning of the nineties of the last century, a liberal economic trading system was introduced. As a consequence of the introduction, the former generation modeled pension system had to be reformed. The author analyzes the structure and performances of the new pension system under the influence of the socioeconomic and demographic situation in Latvia. Special attention is paid by the author to the second pillar of the pension system; the state funded pension. The author predicts the further development of the state funded pension and determines the outcome for the state budget and the social welfare of the pensioners. The author examined the legal framework of the state funded pension system and point out the limitations, set by the government. The author analyzed the pension system in regard to the problems and consequences of the current demographic and socio-economic development in Latvia. The negative population growth, the negative migration rate and high inflation are destabilizing factors for the economy, and have direct influence on the pension system. In coming forty years amount of the persons who is in the funded pension system will come less, because there will be more people going out than going in. Potential growth of the funded pension capital is covered by gross salary growth.
