Abstract

Darba tēmas “Konkurence, tās ietekme konkursu procedūrās IeM struktūrās” izvēle autoram liekas aktuāla pašam ilgu laiku saskaroties ar tām, veicot tiešos darba pienākumus. Šajā darbā analizēta iepirkumu valsts vai pašvaldību vajadzībām likumdošanas attīstība, paralēli analizējot Iekšlietu ministrijas sistēmā veiktos iepirkumus. Darbs sastāv no četrām nodaļām. Pirmajā nodaļā tiek raksturota konkurence kā ekonomisko likumsakarību rezultāts un apskatīti konkurences veidi. Otrajā nodaļā tiek analizēta konkurences darbības regulēšana Latvijā, iedziļinoties Konkurences likuma niansēs, sniedzot pārskatu par Konkurences Padomes darbību valstī, raksturojot konkurences tiesību pārkāpumus ar piemēriem no Latvijas uzņēmējdarbības vides. Darba trešajā daļā apskatītas konkursu procedūras, Latvijas valsts iepirkumu likumdošana, IeM sistēmā veiktie iepirkumi, ar tiem saistītās problēmas un pieredze. Darba ceturtajā daļā raksturota konkursu procedūru plānošanas, veikšanas, izpildes un uzskaites kontrole un uzraudzība un šo procesu optimizācija . Darbā izmantotas mācību grāmatas, laikrakstu publikācijas, uzņēmumu un organizāciju mājas lapās iegūtā informācija, Lursoft datu bāzes dati, virkne nepublicētu materiālu. Darba apjoms ir 87 lapas, tajā ir 4 tabulas, 3 attēli un 2 pielikumi.

The choice of the theme “Competition and it’s Role in Tender Procedures in IeM” seems actual and known to the author. The master work is aimed to expose the main topics of procedure of purchase for state's needs by considering practical aspects of every particular sphere, analyse purchase in the Ministry of the Interior. The master work contains four chapters. The first chapter characterizes competition as a result of interconnection of economic principles; the chapter also deals with the types of competition. The second chapter provides an overview of Competition regulations in Latvia. The author analyses the Law on Competition and activities of Competition Council, characterizing the investigations of violation of competitive law with examples from entrepreneurial environment in the country. The third chapter reveals tender procedures, analyses existing legislation of state procurement and draft law On Purchasing, inspects the purchase in the Ministry of the Interior, found the problems and assimilate experience. The fourth chapter contains analysis of planning, conduction, execution of procurement procedure as well as control and supervision of accounting. Textbooks, articles from newspapers, information from home pages of various companies and organisations, information from Lursoft data base and several unpublished materials have been used in order to carry out this research. The total volume of thesis is 77 pages; it contains 5 tables, 11 images and 2 appendixes.
