Pensiju sistēma un otrā pensijas līmeņa analīze Latvijā

Abstract

Maģistra darba tēma ir „Pensiju sistēma un otrā pensijas līmeņa analīze Latvijā”. Maģistra darba mērķis ir apskatīt Latvijas pensiju sistēmas rašanos, attīstību un darbības rezultātus, kā arī izpētīt pensiju fondu darbību un veikt iegūto datu analīzi. Latvija bija viena no pirmajām Centrāl- un Austrumeiropas valstīm, kas ieviesa vairāklīmeņu pensiju sistēmu un pirmā valsts pasaulē, kam bija valsts obligātās nefondētās pensijas shēma, kas tika bāzēta uz kapitāla uzkrāšanās principa. Darba struktūru veido trīs nodaļas. Pirmajā nodaļā ir apkopota informācija par pensiju sistēmas vēsturi, attīstību un pensiju reformas mērķiem. Tiek apskatīts kā iedalās pensiju sistēma un sīkāk analizēts katrs pensiju sistēmas līmenis, kā arī iepazīstināts ar pensijas 2. līmeņa ieviešanas nepieciešamību. Otrajā nodaļā tiek noskaidrota pensijas 2. līmeņa likumdošana. Apskatīts valsts fondēto pensiju likums, fondēto pensiju shēmas darbības uzraudzība, administrēšana un līdzekļu pārvaldīšana. Likumā noteiktie pensiju shēmas līdzekļu ieguldījumu ierobežojumi. Trešajā nodaļā tiek apskatīta otrā pensiju līmeņa pilnveide Latvijā. Ieguldījumu struktūra, tirgus, ienesības procents un to izmaiņas noteiktajā laika posmā.

The theme of the Master’s paper is „Pension system and analysis of the second pension tier in Latvia”. The purpose of this master paper is to examine implementation of Latvia’s pension system, its development and results of activities, as well as to study activities of voluntary private pension fund. There will be also an analysis of obtained data made. Latvia was one of the first from Central- and Eastern European countries that implemented the multilevel pension system and the first country in the world, which had a state compulsory unfunded pension scheme based on principles of accumulation of capital. The paper consists of three parts. The information about history of pension system, development and the aims of pension reform have been summarised in the first part of the paper. There will be examined how the pension system divides and in details presented each pension system tier and the necessity of implementation of the second pension tier as well. The second part instructs in the legislative of the second pension tier. The law “On state funded pension”, supervision of funded pension scheme activities and administration of assets have been examined. The second part discusses also about investment restriction of prescribed pension scheme assets by the law. In the third part development of the second pension tier in Latvia has been studied, its contribution structure, market, rate of return and their changes on a certain time period.
