Vekseļu sistēmas būtība un efektivitāte

Abstract

Maģistra darba tēma - „Vekseļu sistēmas būtība un efektivitāte”. Maģistra darba mērķis - studējot gan Latvijas, gan ārvalstu dažādus rakstus un viedokļus, ekonomisko literatūru, izpētīt vekseļu kā vērstpapīru īpatnības, sniegt priekšlikumus vekseļu izmantošanas palielināšanai. Lai sasniegtu nosprausto darba mērķi, autore izvirzīja sekojošus uzdevumus – izpētīt vērtspapīru ieguldījumu attīstību; vekseļu vēsturi, jēdzienu, un civiltiesisko būtību, līgumu raksturojumu un apgrozību, vekseļu tiesību starptautisko unifikāciju, kā arī izanalizēt vērtspapīrus kā ieguldīšanas instrumentu; vekseļu lietiskās īpatnības un noteikt vērtspapīru veidus un riskus. Nospraustā mērķa sasniegšanai maģistra darbs veidots no četrām nodaļām. Pirmajā nodaļā tika apskatīti vērtspapīri kā universāls ieguldīšanas instruments, t.i. vērtspapīru ieguldījuma portfeļa veidošana un pārvaldīšanas attīstība; vērtspapīru veidi un riski. Otrā nodaļa tika veltīta vērtspapīru vēsturiskās izcelsmes apskatam, jēdziena izpētei un civiltiesiskās būtības aprakstam. Maģistra darba trešajā nodaļā tika sniegts ieskats vekseļu līgumu raksturojumā un to apgrozībā. Bet darba ceturtā nodaļa tika veltīta vekseļu tiesību starptautiskai unifikācijai un vērtspapīru (t.sk. vekseļu) tirgum Latvijā un ar to saistītām problēmām. Maģistra darba nobeigumā autore izvirzīja darba rakstīšanas gaitā aktualizējušos problēmjautājumus (secinājumus), kā arī piedāvāja savus priekšlikumus to risināšanai / novēršanai. Maģistra darbs sastāv no 91.lpp. un ir papildināts ar 4 shematiskiem attēliem; 4 tabulām, 2 pielikumiem.

The subject of master’s work: “Definition and efficiency of promissory notes and bills of exchange systems”. The objective of master’s work is to study promissory notes and bills of exchange features as securities, propose offers to increases their efficiency in use by investigation of different local and foreign articles, opinions and other literature related to the economics. To achieve the objective the author has set following tasks: to study development of financial institutions; history, concept, definition in civil law, characteristics of contracts, the international unification of laws on bills of exchange and promissory notes; to analyse securities as a tool of investment, business nature of bills and promissory notes, and define types of securities and risks. The master’s work consists of four sections: In the first section securities are considered as the universal investment tool investment, i.e. securities portfolio development and management, types of securities and risks. The second section is dedicated to history, concept and definition of securities in civil law. Characteristics and turnover of promissory notes and bills of exchange contracts are explained in the third section. And the fourth section is dedicated to the international unification of laws on bills of exchange and promissory notes; problems of the securities market in Latvia. In the conclusion the author raises most important problem questions (conclusions) arisen during the work, as well as suggests different solutions and preventive actions to solve them in the future. Master’s work contains 91 sheets, 4 diagrams, 4 tables, 2 appendices.
