Darba tirgus problēmas Latvijā

Abstract

Maģistra darba mērķis ir izpētīt faktorus, kas ietekmē darbaspēka tirgu Latvijā un, balstoties uz darbā veikto analīzi, sniegt iespējamos risinājumus darba tirgus problēmu novēršanai. Maģistra darbā tiek veikta teorijas analīze par darba tirgus lomu labklājības paaugstināšanā, un valsts spēju ietekmēt darba tirgu. Tiek analizēti darba tirgus ietekmējošie faktori, tādi kā nodarbinātība, demogrāfiskā situācija un migrācija. Saskaņā ar to, ka darba samaksa ir viens no galvenajiem rādītājiem, kas ietekmē darba tirgu, maģistra darbā tiek veikta darba samaksas politikas analīze. Analizēta tiek minimālās un vidējās darba samaksas attiecība ar preču un pakalpojumu cenām Latvijā salīdzinājumā ar citām ES dalībvalstīm. Tiek veikta nodokļu politikas analīze, analizēti tiek darba samaksu ietekmējošie nodokļi – iedzīvotāju ienākuma nodoklis un sociālās apdrošināšanas iemaksas, kā arī tiek analizēta sociālā palīdzība. Saskaņā ar iepriekš minēto analīzi tiek sniegti iespējamie risinājumi darba tirgus problēmu novēršanai: •patēriņa stimulācija; •sakārtota un prognozējama nodokļu politika; •uzņēmēju konkurētspējas palielināšana; •grozījumu veikšana likumdošanā, lai veicinātu nelegālās nodarbinātības samazināšanos; •iedzīvotāju labklājības palielināšana.

The aim of the master’s paper is to investigate the factors that influence labour market in Latvia and basing on the analysis carried out in the paper to give possible solutions for prevention of problems within the labour market. The master’s paper contains analysis of theory on labour market role in promotion of welfare and the state’s capacity to influence labour market. There is also an analysis of factors influencing labour market, e.g., demographic situation and migration. Considering that wage is one of the main indicators that impact labour market, an analysis of wage policy is also carried out in the paper. The relation between minimum and average wage and price of goods and services in Latvia as well as in other EU countries is analysed. The paper contains also a research of tax policy, taxes that influence wages – personal income tax and mandatory state social insurance contributions, likewise research of social aid. In accordance with the above mentioned analysis possible solutions to eliminate problems of labour market are given: •stimulation of consumption; •co-ordinated and predictable tax policy; •promotion of entrepreneurs’ competitiveness; •making amendments in legislation to facilitate decrease of illegal labour; •increase of people’s welfare.
