No 2000. – 2007. gadam, izsniegto hipotēku kredītu apjomi pieauguši neproporcionāli ekonomiskajai attīstībai, līdz ar to ir izveidojusies nesamērīga situācija starp finanšu sektora un pārējo tautsaimniecības nozaru attīstības līmeņiem.
Maģistra darba “Hipotēku kredītu darbības analīze un loma Latvijas ekonomikas attīstībā” mērķis ir, balstoties uz kredītu un makroekonomikas teoriju, izpētīt Latvijas hipotēku kredītu tirgus attīstību, veicot to raksturojošo rādītāju un ietekmes uz notikumiem pārējās tautsaimniecības nozarēs analīzi, kā arī izstrādāt priekšlikumus hipotēku kredītu tirgus turpmākai sabalansētai attīstībai, kas veicinātu iedzīvotāju labklājības celšanu un valsts ekonomisko izaugsmi.
Hipotēku kredītu tirgus, kļūstot arvien komplicētāks, ir sekmējis arī citu nozaru attīstību. Līdz ar kredītresursu lielāku pieejamību, ir palielinājies arī iekšzemes patēriņš un investīcijas ražošanā, līdz ar to arī eksporta apjoms. Taču kredītresursu izlietojuma struktūra liecina par pārmērīgu kredītlīdzekļu novirzīšanu ne rūpnieciskām vajadzībām, jo vairāk nekā puse no visiem aizdevumiem tiek tērēta operācijām ar nekustamo īpašumu. To koncentrēšana nozarēs, kas veicina jau tā stipro iekšzemes pieprasījumu, rezultātā saglabājas augstais inflācijas līmenis. Nekustamo īpašumu jomā ir acīmredzama krīze. Valsts interesēs ir līdzsvarot ilgtspējīgas ekonomikas un kreditēšanas attīstību, tāpēc tika pieņemti kreditēšanas pieaugumu tempus mazinoši grozījumi, arī notikumi ASV un to izraisītie nemieri pasaules finanšu tirgos dod papildu ieguldījumu pārkarsušās Latvijas ekonomikas dzesēšanā. Līdz ar kreditēšanas apjomu lēnāku pieaugumu, samazinās iekšzemes pieprasījuma un importa pieauguma tempi, pastāv iespēja uzlabot tirdzniecības bilanci. From the year 2000 – 2007 the amount of mortgage credits given out had not been proportionally increased according to the economic progress in a country. Therefore, uneven situation has been created between the finance sector and all the other national economy sectors’ development levels.
The aim of the master dissertation “Mortgage credit work analysis and its role in Latvian economic development” is to research Latvian mortgage credit market’s development, on the basis of the credit microeconomic theory. It will be accomplished by performing analysis on mortgage credit market’s characteristic index and influences on developments in other national economy sectors. Following the results of the performed analysis, propositions will be elaborated for future balanced developments in mortgage credit market, which would then raise the residents’ welfare standards and country’s economic growth.
Mortgage credit market, becoming more complicated, has also been promoting other industry developments. Due to increase in availability in credit resources, mortgage credit market has lead to an increase of domestic expenditure and, hence, in the amount of export in investment manufacturing. However, due to more than a half of all loans used in operations with estate property, the credit resources usage structure is, therefore, the witness of excessive non industrial needs diversion in credit means. Their concentration in sectors, which contribute already strong domestic demand, results in maintained high inflation level. There is non doubtable crisis in estates property nowadays, and it is within the states interests to achieve sustainable economic and credit development. Therefore, modifications have been made in order to reduce the speed of the mortgage credit market’s growth. The incidents in USA and their generated disturbances in the World’s finance markets gives additional investment in cooling down the overheated Latvian economy. As the crediting volume growth, the domestic demand and the import demand speed reduces; there is a high possibility to improve the trade balance.
