Papīra nozares attīstības tendences Eiropas Savienībā

Abstract

Maģistra darba temats ir: Papīra nozares attīstības tendences Eiropas Savienībā. Šī maģistra darba mērķis ir izpētīt un analizēt papīra nozares galvenās attīstības tendences Eiropas Savienības dalībvalstīs, lai novērtētu to nozīmi sociālajā un arī ekonomiskajā valsts sfērā, kā arī novērtēt papīra nozares attīstības virzienus un izteikt priekšlikumus par tās uzlabošanu Eiropas Savienībā un visā pasaulē. Darbs sastāv no ievada, trim nodaļām, secinājumu un priekšlikumu daļas, izmantotās literatūras saraksta un pielīkumiem. Sākumā tika dots temata teorētiskais pamatojums un vēsturiskais aspekts, balstoties uz vispārējo un speciālo literatūru, Eiropas Savienības Komisijas paziņojumiem, Latvijas likumdošanas normatīvajiem aktiem, kā arī pasaules vēsturiskiem avotiem. Otrajā, - praktiskajā daļā autors analizē Eiropas Savienības papīra nozari laika posmā no 2000. gada līdz 2008. gadam. Šajā daļā tika raksturota nozares vispārējā attīstības struktūra, papīra nozares cenu politikas rādītāji, patēriņa, produktivitātes un importa/eksporta faktiskie un relatīvie rādītāji Eiropas Savienības tirdzniecības arēnā. Trešajā daļā autors izpētījis papīra nozares galvenās problēmas, piedāvājot to risināšanas iespējas ES valdībai un ražotājiem piemērotos apstākļos, kā arī papīra nozares attīstības programmas Eiropas Savienības valstīs. Analizējot Eiropas Savienības papīra nozares ES Komisijas paziņojumus, cenu politikas rādītājus no publicētiem statistiskiem avotiem un ražotāju publicētiem datiem, patēriņa, produktivitātes un importa/eksporta faktiskus un relatīvus rādītājus, gan arī problēmas saistītas ar papīra nozares attīstību 2000.-2008. g. laika periodā, autors secinājis, ka Eiropas Savienības papīra nozarei ir pozitīvas tendences tālākai attīstībai, ja tiks ievēroti arvien stingrākie dabas resursu aizsardzības nosacījumi, kā arī ES politikas un ekonomikas noteiktie attīstības virzieni. Darba nobeigumā autors piedāvā iespējamus risinājumus papīra un celulozes nozares attīstības politikas uzlabošanai, tādus kā izejvielas pieejamības nodrošinājums, papīra un koksnes produkcijas reģenerācijas politikas pilnveidošana, nozarei nepieciešamas enerģijas patēriņa samazināšanas iespējas, tirdzniecības ar trešajām valstīm politikas pozicionēšana.

Master thesis subject is: Tendencies of paper industry’s development in European Union. The main target of Master thesis is studying and analyzing development opportunities of paper industry in the EU countries to estimate its importance in social and economic spheres of the state, and also to estimate direction of development of industry and to state offers on its improvement in European Union and whole world. Work contains the introduction, three parts, a part of conclusions with offers of the author, the list of the literature used in work and appendices. In the beginning the theoretical and historical substantiation of a theme is given, leaning on the general and special literature, statutory acts of the Latvian and European Union legislation, and the world historical sources. In the second part the author analyses the paper industry of European Union in 2000 – 2007. In this part the historical structure of development of the industry, and as financial and social parameters, import and export of the EU paper industry is described. In the third part the author analyzes the main problems of paper industry and gives possible solutions for EU administration and producers in oriented conditions and the paper industry’s development programs. Analyzing statutory acts of the European Union legislation, parameters of price policy of paper industry from the statistic sources and publications of producers as well studying the problems of paper industry in the period of time from 2000 to 2008, author do conclusions, that the EU paper industry has positive tendencies to the further development if the strict rules of environmental protection and EU political directions will be fulfilled. In end of work the author suggests available decisions for improvement of paper and pulp industry, such as, availability of supplying the main resources, improvement of paper and wood regeneration politic, possibilities of minimizing the energy usage and improvement of trading to third countries.
