Brīva darbaspēka kustība Eiropas Savienībā un tās ietekme uz uzņēmējdarbību

Abstract

Brīva darbaspēka kustība Eiropas Savienībā (ES) ir viens no četriem ES pamatprincipiem jeb pamatbrīvībām, kas iekļauta Līgumā par Eiropas Savienības darbību kopā ar brīvu preču, kapitāla un pakalpojumu kustību. Šī bakalaura darba pētījuma mērķis ir analizēt un izprast brīvas darbaspēka kustības vēsturisko attīstību un tās tiesiskā pamata veidošanas, tās ietekmi uz Eiropas vienoto tirgu; izvērtēt, kādi ierobežojumi un šķēršļi pastāv brīva darbaspēka kustībai, kā arī analizēt, brīvas darbaspēka kustības un emigrācijas ietekmi uz Latvijas ekonomisko un demogrāfisko situāciju, nodarbinātības, bezdarba rādītājiem u.c. sociāliem aspektiem. Lai sekmīgi sasniegtu darbā noteiktos mērķus, darbā tiek apskatīta brīvas darbaspēka kustības būtība, emigrācijas problēmas Latvijā, apkopoti secinājumi un sniegti priekšlikumi konstatēto problēmu risināšanai.

Free movement of workers in the European Union (EU) is one of the EU’s four fundamental principles or fundamental freedoms described in the Treaty of European Union, along with the free movement of goods, capital and services. The task of the research is to analyze and understand the principles of free movement of workers and its historical and legal framework development, its impact on the European single market; to evaluate what constraints and barriers exist to the free movement of workers, as well as to analyze the free movement of workers and emigration impact on the Latvian economical and demographical situation, employment, unemployment and other social aspects. In order to successfully achieve the objectives, the study deals with the nature of the free movement of workers and Latvian emigration problems, summarizes conclusions and proposals for dealing with identified challenges.
