Analītiski hierarhiskā procesa metodes izmantošana stratēģiskās vadības lēmumu pieņemšanā

Abstract

Maăistra darba mērėis ir izpētīt Analītiskās hierarhijas procesa metodes izmantošanu publiskās pārvaldes stratēăisko lēmumu pieĦemšanā, kā arī praktiski modelēt situāciju, kad publiskās pārvaldes komplekss lēmums tiek pieĦemts izmantojot Analītiski hierarhiskā procesa metodi . Lai sasniegtu izvirzīto mērėi tika veikti sekojoši uzdevumi: 1. Izpētīti Stratēăiskās vadības pieejas varianti; 2. Izpētīta Analītiski hierarhiskā procesa metodes būtība; 3. Izpētīta problēmas risinājumu alternatīvu novērtēšanas kritēriju koka sastādīšana; 4. Izpētīta metodes praktiskā lietojamība novada attīstības plānošanā. Analītiski hierarhiskā procesa metodes būtība balstīta uz trim loăiskās analīzes pamatprincipiem: sākotnējās hierarhijas izveidošana tas ir pētāmās problēmas sadalīšana detalizētākās sastāvdaĜās, prioritāšu noteikšana un loăiskās saskaĦotības ievērošana. Pētījuma rezultāti liecina, ka Analītiski hierarhiskā procesa analīzes metodi ir iespējams efektīvi izmantot publiskajā pārvaldē stratēăiskās vadības vairāku alternatīvu savstarpējo attiecību prioritāšu vektora noteikšanai attiecībā pret izvirzīto mērėi.

The goal of this paper is to examine the use of the analytic hierarchy process method to make strategic decisions of the public administration and also to simulate a situation, when a complex decision of the public administration is resolved by using the analytic hierarchy process method. To achieve this goal the following objectives were determined: 1. Examine the different approaches of strategic management; 2. Examine the analytic hierarchy process method; 3. Examine the construction of the alternative evaluation criteria tree for different solutions to a problem; 4. Examine the practical use of the method under realistic circumstances. The analytic hierarchy process method is based on three basic principles of logical analysis: the formation of the initial hierarchy – the separation of the problem into more detailed fractions, the determination of priorities and the adherence of the logical connections. The results of the research give proof that it is possible to effectively use the analytic hierarchy process method in strategic management of public administration to determine the vector of priorities between interrelations of different alternatives in relation to the determined goal.
