Valsts fondēto pensiju shēmas darbības analīze un tās ietekme uz valsts un indivīda labklājību

Abstract

Maģistra darba tēma ir „Valsts fondēto pensiju shēmas darbības analīze un tās ietekme uz valsts un indivīda labklājību”. Pēc neatkarības atgūšanas pastāvošā pensijas sistēma neatbilda jaunajiem tirgus ekonomikas apstākļiem un tā īsti nespēja darboties, kam par iemeslu XX gadsimta 90. gadu sākumā tika uzsākta pensijas sistēmas reforma. Autore pamato nepieciešamību iesaistīties valsts fondēto pensijas shēmā un analizē kā tā darbojas. Maģistra darba mērķis ir izstrādāt priekšlikumus valsts fondēto pensiju shēmas darbības efektivitātes paaustināšanai. Darbs sastāv no četrām nodaļām. Pirmā nodaļa: „Pensijas sistēmas jēdziens, nepieciešamība un veidi.” Otrā nodaļa: „ Latvijas pensiju sistēma, tās izveide un attīstība.” Trešā nodaļa: „Valsts obligātā fondēto pensiju shēma Latvijā.” Ceturtā nodaļa: „Valsts fondēto pensiju shēmas darbības analīze un prognoze.” Darbā tiek izvērtēta pašreiz Latvijā izveidojusies smagā demogrāfiskā situācija, kas izskaidrojama ar iedzīvotāju dzimstības samazināšanos pēdējo 15 gadu laikā un tuvāko 40 gadu laikā draud ar to, ka fondēto pensiju shēmas dalībnieku skaits strauji saruks. Autore darbā prognozē fondēto pensiju kapitāla apjoma pieaugumu, kā pamatā ir straujš bruto algas pieaugums. Darbā autore galvenokārt izmanto internetā pieejamos resursus, MK noteikumus, likumdošanas aktus un statistikas datubāzes. The theme of the work is „Analyses of State Funded Pension System, Effects on State and Person’s Welfare.” With the independence of Latvia in the beginning of the nineties of the last century, a liberal economic trading system was introduced. As a consequence of the introduction, the former generation modeled pension system had to be reformed. The author analyses the structure and performances of the new pension system under the influence of the socioeconomy, demographic situation in Latvia, and necesity to take part in state funded pension system. Aim of the work is to work out suggestions of state funded pension sheme to raise action efficiency. Work consist of four parts. First part “Conception of pension system, necessity and types.” Second part “Latvia pension system, development and growth.” Third part “Second pillar in Latvia”. Forth “Analyses and prognozes of pension second pillar”. The author analyzed the pension system in regard to the problems and consequences of the current demographic and socio-economic development in Latvia. The negative population growth, the negative migration rate and high inflation are destabilizing factors for the economy, and have direct influence on the pension system. In coming forty years amount of the persons who is in the funded pension system will come less, because there will be more people going out than going in. Potential growth of the funded pension capital is covered by gross salary growth. In the work the author use internet resources, the ministry regulations, legislative acts, books and statistical data collections.
