Abstract

Darba problēma: Krievija, slēdzot divpusējus līgumus ar atsevišķām ES dalībvalstīm, veicina ES dalībvalstu nespēju vienoties kopējās enerģētikas jautājumos. Tādā veidā Krievija tikai palielina ES atkarību no piegādātajiem energoresursiem. Darba mērķi ir izanalizēt ES lēmumu pieņemšanas procesu - kā tas notiek un kādā veidā tiek veidota ES virzītā politika; vai un kā notiek diskusija ar Krieviju. Tāpat viens no darba mērķiem ir apskatīt kanālus, caur kuriem ir iespējams ietekmēt ES lēmumu pieņemšanas procesus, jo ir nepieciešams noskaidrot ES lēmumu pieņemšanas procesu vājos punktus. Darba hipotēze ir: Pieaugot Eiropas Savienības enerģētiskajai atkarībai no Krievijas, pieaug Krievijas ietekme Eiropas Savienības ekonomisko un politisko lēmumu pieņemšanas procesos.

Papers main problem: Russia, by concluding agreements with separate EU member states, promotes EU member states to fail on common energy politics. As a result, Russia only increases EU energy dependency. Papers main goals are to analyze EU decision – making process to understand how is made EU practised policies; if and how are promoted EU – Russia dialogue. The same way one of paper main goal is to see channels through which is possible to influence EU decision – making and policy – making processes to find weak points of EU decision – making and policy – making processes. In that order, by seeing if and how EU energy dependency increases, it is necessary to see if in the same time increases Russia involvement in EU decision – making and policy - making processes. Paper hypothesis: The growth of EU energy dependency on Russia energy resources increases Russia influence on EU economical and political decision – making processes.
