Personāla motivācija publiskajā un privātajā sektorā: salīdzinošā perspektīvā

Maģistra darba tēma ir „Personāla motivācija publiskajā un privātajā sektorā: salīdzinošā perspektīvā”. Darba ietvaros tiek veikts pētījums, kura mērķis ir salīdzināt darbinieku motivāciju publiskajā un privātajā sektorā, kā arī noskaidrot motivācijas politikas vadlīnijas abos minētajos sektoros. Galvenais uzdevums, veicot darbu, bija noskaidrot vai publiskajā sektorā strādājošie darbinieki tiek mazāk motivēti darbam nekā privātajā sektorā strādājošie. Līdz ar to, darbā tika izvirzīta šāda hipotēze: Latvijā publiskā sektora darbinieki izjūt zemāku darba motivāciju, nekā privātajā sektorā strādājošie, jo publiskā sektora personālvadības nodaļas darbinieku motivācijai pielieto mazāk motivācijas instrumentu, nekā privātā sektora personālvadības nodaļas.
Darba teorētiskajā daļā tika veikts ieskats publiskās pārvaldes jēdziena izpratnē, kā arī publiskā un privātā sektora kopīgajās un atšķirīgajās iezīmēs. Savukārt lielākais uzsvars šī darba teorētiskajā daļā tika likts uz ieskatu populārākajās motivācijas teorijās.
Pētījuma metodoloģijā tika izmantotas gan kvalitatīvās, gan kvantitatīvās pētniecības metodes. Daļēji strukturētā intervija tika izmantota kā kvalitatīvā, savukārt anketēšana kā kvantitatīvā pētniecības metode.
Maģistra darba empīriskajā daļā tika veikta iegūto datu analīze un sasaite ar teorētiskajā daļā aplūkotajām motivācijas teorijām. Kā arī noslēgumā izdarīti secinājumi par veikto pētījumu.
Pamatojoties uz teorētiskajā daļā apskatītajām motivācijas teorijām un darba pētniecības daļā veiktā pētījuma analīzi, darba sākumā izvirzītā hipotēze tiek apgāzta. Tiek secināts, ka publiskajā sektorā, vadoties pēc motivācijas teorijām un veiktā pētījuma datiem, darbinieki tiek motivēti vairāk nekā privātajā sektorā.

The aim for the research made in this Master paper was to compare work motivation in the public and private sectors, and to clarify motivation policy guidelines in these two sectors. The main task for the research was to find out whether employees of the public sector are less motivated to work than private sector employees. The hypothesis for the research paper was the following: Public sector employees in Latvia get a lower motivation than private sector employees, because the personnel department employee in public sector are using less motivation tools than the private sector personnel department.
The theoretical part was an insight into the meaning of the concept of public administration, as well as public-private joint and the different features. Major emphasis in the theoretical part of this work was put on the insight of most popular theories of motivation.
As the research methodology was used both qualitative and quantitative research methods. As for qualitative method was used semi-structured interview, but for quantitative data there was a questionnaire.
The empirical part of the paper consists of data analysis which were integrated with theoretical approaches of the motivation. In the and there were conclusions made.
Based on motivation theories described in theoretical part and based on research work, the hypothesis is overturned. It is concluded that according to the theories of motivation and research data, the public sector employees are motivated more than the employees in private sector.
