Nevalstisko organizāciju un ministriju sadarbība Latvijā no 2004.gada līdz 2006.gadam

Abstract

Bakalaura darba tēma ir aktuāla, jo sadarbība ietekmē to, vai ministriju pieņemtie lēmumi atbilst sabiedrības interesēm. Darba mērķi ir noskaidrot, vai Latvijā NVO izmanto sadarbības mehānismus ar ministrijām, ko paredz normatīvie akti, kā arī izdarīt secinājumus par to, vai NVO ir iespēja izmainīt un ietekmēt ministriju lēmumus. Iepazīti tika Marka Hovarda (Marc Howard), Alfreda Stepana (Alfred Stepan), Filipa Šmitera (Philippe C. Schmitter), Deivida Trūmena (David B. Truman) un citu pētnieku darbi par valsts un pilsoniskās sabiedrības attiecībām un to modeļi. Tika veikts pētījums, kura ietvaros tika izskatīti 6 055 tiesību aktu, veiktas aptaujas un intervijas. Bakalaura darbā izvirzītā hipotēze - Nevalstisko organizāciju un ministriju sadarbības mehānismi – atzinumu sniegšana tiesību aktu un politikas plānošanas dokumentu projektiem un dalība darba grupās – ir efektīvi un nozīmīgi, tādēļ tos sadarbībā nepieciešams saglabāt arī turpmāk – tika apstiprināta.

The aim of paper, firstly, is to investigate if NGOs in Latvia exercise mechanisms of cooperation with ministries. Secondly, to make conclusions if with cooperation NGOs have possibility to influence decisions of ministries. To analyse the meaning of civil society and models of state and civil society relationships’ there have been analysed theorists’ like Marc Howard, Alfred Stepan, Philippe C. Schmitter, David B. Truman and other scientists’ works.There had been realized research in which there had been explored 6 055 legislations, realized questionnaires and interviews. Hypothesis of the paper – Mechanisms of cooperation of NGOs and ministries - possibility to reach out the statements about the legislation and policy planning documents and membership in work groups – are effective and important, therefore both should be as mechanisms also further - has been proven.
