ASV – Krievijas attiecību pāriestatīšana

Abstract

Darbs ir veltīts ASV - Krievijas savastarpējo attiecību pārstartēšanas analīzei. Pievēršoties līdz šim maz pētītajai "pārstartēšanas" ekonomiskajai prizmai, apvienojumā ar ASV deklaratīvās ārpolitikas analīzi. Pētījums aptver pēdējo divu gadu laika periodu, no 2009 - 2011.gadam. Tiek pētīta ASV amatpersonu deklaratīvā ārpolitika iepretī reālajai praksei: noskaidrojot, kāda ir ASV deklaratīvā ārpolitika attiecībās ar Krieviju, konkrētāk pievēršoties attiecību pārstartēšanas ekonomiskajai prizmai un Krievijas ekonomiskajiem ieguvumiem; noskaidrojot, kā reāli pēdējo divu gadu laikā attīstījusies ekonomiskā sadarbība abu valstu starpā un salīdzinot, cik liela sakritība šajos jautājumos ir starp oficiālo nostāju un reālo praksi. Izpētes jautājums ir: Kādas sakritības un nesakritības pastāv starp ASV deklaratīvo un reālo ārpolitiku attiecībās ar Krieviju, skatoties attiecību ekonomisko dimensiju laika peridā no 2009 - 2011.gadam? Hipotēze: ekonomiskie jautājumi ASV ārpolitikā attiecībā pret Krieviju tiek izmantoti kā politiskais instruments. Veicot analīzi tika atklāts, ka ir vairāki punkti, kuros deklaratīvā un reālā ārpolitika nesakrīt. Pirmkārt, jautājumā par Jackson - Vanik grozījumiem, kuri ASV deklaratīvajā ārpolitikā ir solīti atcelt, tomēr realitātē tas vēl nav īstenojies un no amtpersonu puses nav manāmi centieni panākt jautājuma pozitīvu atrisinājumu. Otrkārt, jautājumā par ekonomiskās sadarbības intensitātes augšanu kā militārās sadarbības reakciju, arī novērojama nesakritība starp deklaratīvo un reālo ārpolitiku.

U.S. – Russia Reset This research paper addresses the recent reset in U.S. - Russia relations. The paper examines weather the declaratory foreign policy of U.S. is reflected in the real ongoing processes of the bilateral economic cooperation.

The recent reset in the relations has attracted many scholars from the realist domain to investigate the international and regional security issues, but only very few researches have focused on economic cooperation between those countries. The paper argues that the declaratory foreign policy of U.S. holds economic issues favourable for Russia, however they are never carried out in reality. The results proof the hypothesis that the declatory foreign policy of U.S. holds economic issues favourable for Russia, however, they are never carried out in reality. There are two cases when this has proved to be true. The first is the case of Jackson - Vanik amendments that has been promised by U.S. to repeal but hasn’t yet materialized and no efforts from the side of U.S. officials have been made to get this done. The second is the case of the spillover from the numerous military and security treaties to the cooperative field of economics.
