Baltijas jūras valstu padomes reformēšanas gaita Latvijas prezidentūras pirmajā pusē, 2007. gada septembris līdz 2008. gada marts

Abstract

Šis pētījums ir mēģinājums novērot reģionālas politiskas organizācijas reformas gaitu, izvērtējot dalībvalstu nacionālo interešu ietekmi uz to. Mērķis ir noskaidrot, kā praktiski norisinās reformēšanas process Baltijas jūras valstu padomē (BJVP). Šajā kontekstā paralēles tiek vilktas ar valstu kontrastējošajām interesēm reģionā un to ietekmi uz reformēšanas procesu. Hipotēze: Visaptverošu BJVP reformu kavē atšķirīgas valstu nacionālās intereses. Darbā apstiprinās izvēle izmantoti Angļu skolas teorētisko pieeju kā atbilstošāko BJVP. Tiek secināts, ka atšķirīgās nacionālās intereses reformas procesa gaitā ir galvenais kavēklis tās pilnvērtīgai īstenošanai. Atšķirīgo BJVP dalībvalstu nacionālo interešu dēļ reformas piedāvājums ir padarīts vispārīgs un līdz 2008. gada martam tā izstrāde aprobežojās tikai ar prioritāšu pārdefinēšanu. Tomēr tobrīd reformas process nav novests līdz galam, kas nākotnē ļauj pētījuma secinājumus salīdzināt ar iznākumiem politikā.

This research is an attempt to monitor the process of reforming a regional organization in comparison to how the national interests of the memberstates affect the reform. The goal of the research is to find out the practical process of reforming the Council of the Baltic Sea States (CBSS). The Hypothesis of the paper is: The diverse national interests of the member states block a thorough reform of the CBSS. During the research the decision of using the theoretical approach of English school has proven to be appropriate for the research of the CBSS. It was concluded that the strong national interests expressed by the member states during the reform process has been the main obstacle to prepare a thorough reform proposal for the reform of the CBSS. Due to different national interests of the member states Committee of Senior Officials has produced (until March 2008) a very superficial reform proposal that confines itself to redefinition of the priority field of the organization.
