Abstract

Diplomdarba autors: Inese Tone Diplomdarba zinātniskā vadītāja: Fil. mag. E. Sedvalde Diplomdarba temats: Sociālā dienesta attīstība Mārupes pagastā Diplomdarba apjoms 82 datorsalikuma lappuses. Darbs sastāv no 4 nodaļām un vairākām apakšnodaļām. Darbā ietvertas 2 tabulas un 2 attēli. Bibliogrāfiskajā sarakstā iekļauti 53 izmantotās literatūras avoti. Diplomdarbā izmantotie materiāli: zinātniski teorētiskā literatūra, Latvijas Republikas likumi un normatīvie akti, sekundārā datu analīze, informācija no interneta, daļēji strukturēto interviju analīze. Diplomdarba mērķis – pamatojoties uz sociālā darba kopienā teorētisko un sociālekonomiskās situācijas analīzi, kā arī sociālā dienesta pašreizējās darbības analīzi, izstrādāt priekšlikumus sociālā dienesta attīstībai Mārupes pagastā. Diplomdarba galvenie rezultāti: skaidrota kopienas un sociālā darba kopienā būtība, sociālā dienesta jēdziens, kvalitatīvas vadības principi sociālajā dienestā, sociālā dienesta vadības kompetence, starpprofesionālās komandas nozīme sadarbībā, analizēti normatīvie un likumdošanas akti sociālā darba kopienā un sociālā dienesta attīstībai, analizēta iedzīvotāju līdzdalības nozīme kopienas attīstībā, iesaistot sabiedriskās organizācijas sociālo pakalpojumu plānošanā un nodrošināšanā, pētīta Mārupes pagasta ciemu sociāli ekonomiskā situācija un apkopoti iedzīvotāju foruma priekšlikumi nozaru apakšprogrammai 2007. – 2010. gadam, pētīts ekspertu viedoklis par sociālo pakalpojumu plānošanu un sociālā dienesta attīstību, analizēta Mārupes pagasta sociālā dienesta darbība. Realizējot noteiktos uzdevumus, diplomdarbā izvirzītais mērķis tika sasniegts – sniegti priekšlikumi Mārupes pagasta sociālā dienesta attīstībai. Sniegtie priekšlikumi sociālā dienesta attīstībai balstīti galvenajos pamatprincipos – uz iedzīvotāju vajadzībām vērsta sociālās palīdzības un sociālo pakalpojumu plānošana, starpprofesionālās komandas nozīme sadarbības veicināšanā, iedzīvotāju līdzdalība sociālo pakalpojumu plānošanā un sniegšanā, sadarbības veicināšana ar citām valsts, pašvaldības, sabiedriskajām organizācijām un privātpersonām, sociālā darba speciālistu profesionalitātes paaugstināšana, sabiedrības informēšana.

The paper consists of 4 chapters and several subchapters. There are 2 tables and 2 figures in the paper. 52 sources of literature are included in the index of sources. Materials used in the research: theoretical scientific publications, laws and regulations of the Republic of Latvia, secondary data analysis, information from the Internet, analysis of partly structured interviews. The goal of the paper – on the basis of theoretic analysis of social economic situation of social work in a community, as well as on the basis of analysis of the social service's current operation, to elaborate proposals on development of a social service in Mārupe rural municipality. The basic results of the paper: the essence of a community and social work in a community, the notion of social work, principles of qualitative management in a social community, the competence of the social service's management, as well as the role of an inter-professional team have been explained. Laws and regulations promoting development of a social service and in a social work community have been analyzed. The importance of participation of inhabitants, by involving nongovernmental organizations in planning and providing social services, in developing a community has been analyzed. The social economic situation of Mārupe rural municipality has been analyzed and proposals of inhabitants for subprogram 2007 – 2010 acquired in a forum have been aggregated. Expert opinion on planning social services and developing a social service has been investigated. The operation of social service in Mārupe rural municipality has been analyzed. By realizing certain tasks, the goal set in the research paper has been acquired – proposals on development of a social service in Mārupe rural district have been put forward. The proposals of development of a social service in Mārupe rural district are based on the main principles – planning social help and social services based on the needs of inhabitants, the importance of an interprofessional team in promoting cooperation, involving inhabitants in planning and providing social services, encouraging cooperation with other state, municipality, nongovernmental organizations and private individuals, advancing the professionality of social work specialists, informing the society.
