Ilgtspējīga piekrastes attīstība: pārvaldības vides pieeja

Abstract

Maģistra darba „Ilgtspējīga piekrastes attīstība: pārvaldības vides pieeja” mērķis ir izstrādāt vadlīnijas vides pārvaldības integrācijai pašvaldības pārvaldības vidē piekrastes ilgtspējīgas attīstības pārvaldības veicināšanai. Darbā ir identificētas vietējā pārvaldības līmeņa pārvaldības vides problēmas, kas kavē vai veicina piekrastes pašvaldību attīstību. Atsegtas būtiskākās pārvaldības vides komponentes, uz kurām tika balstīts viss pētniecības (maģistra) darbs. Veikts empīriskais pētījums — pārvaldības vides novērtējums Salacgrīvas un Ventspils pašvaldībās. Maģistra darba socioloģiskā pētījuma ietvaros veiktas 32 dziļās intervijas. Pētījumā apkopotas izanalizētās literatūras atziņas un iegūti socioloģiskā pētījuma rezultāti. Izstrādāti rīcības virzieni pašvaldībām labas pārvaldības vides nodrošināšanai. Maģistra darba nobeigumā sniegti pētījuma kopsecinājumi. Pētījuma rezultātus iespējams izmantot ne tikai piekrastes pašvaldību turpmākajā attīstībā, bet arī citu pašvaldību attīstības plānošanā. Darbā ir 8 nodaļas, kas ietver 120 lapaspuses. Maģistra darbs satur uzskates materiālus: 9 attēlus un 2 tabulas. The goal of the master’s paper ‘Sustainable Coastal Development: Governance Environment Approach’ is to develop the guidelines of environmental governance integration of municipal governance environment to promote the sustainable costal development governance. To achieve the goal of the master paper the main environmental governance tools which impede or promote development of costal municipalities were defined. Meanwhile were identified the governance environment (ambiance) components of governance at local level. Author also includes empirical research — governance environment (ambiance) assessment of Salacgriva and Ventspils municipalities. Within the framework of the paper’s sociological research author carried out 32 in-depth interviews. The research includes the cognitions that are assumed from literature analyses and the results of sociological inquiry. By this research author is providing developed directions of action for realization of good governance environment (ambiance). As the outcomes of this master paper author gives conclusions and recommendations for ensuring good governance environment in municipalities. The results of research work are useful not only for costal municipalities but also for further development planning in other municipalities. Paper consists of 8 chapters, which include 120 pages, 9 pictures and 2 tables.
