Elektronisko pakalpojumi, attīstība un to izmantošana Latvijā

Abstract

Informācijas un komunikāciju tehnoloģiju attīstība ir lielā mērā atkarīga no elektroniskajiem pakalpojumiem un to attīstības. Bakalaura darbs ir veltīts Latvijas elektroniskās pārvaldes pētīšanai.

Pirmajā nodaļā autors izpētījis Eiropas Savienības, tai skaitā Latvijas, Igaunijas un Lietuvas elektroniskās pārvaldes normatīvo aktu bāzi, secinot, ka Baltijas valstīs ir ieviesta normatīvo aktu bāze atbilstoši Eiropas Savienības prasībām. Otro nodaļu autors ir veltījis elektronisko pakalpojumu attīstībai Baltijas valstīs, vienlaikus sniedzot ieskatu elektroniskās pārvaldes un elektronisko pakalpojumu vēsturiskajā attīstībā Eiropas Savienībā un Amerikas Savienotajās Valstīs. Trešajā nodaļā autors izpētījis elektronisko pakalpojumu veidus un to attīstību Latvijā. Papildus ir pievērsta uzmanība elektroniskajam parakstam, kā elektronisko pakalpojumu neatņemamai sastāvdaļai.

Veiktā darba rezultātā autors secina, ka Latvijā e-pārvalde atrodas attīstības stadijā un tā vēl nav aptvērusi visas jomas.

Darbs var tikt izmantots kā informatīvs materiāls Latvijas elektroniskās pārvaldes un elektronisko pakalpojumu sistēmas izprašanai, un kā praktisks izziņas materiāls iestādes vadībai un citiem interesentiem.

The development of information and communication technologies strongly depends on electronic services and their development. This Bachelor Study focuses on the electronic government in Latvia.

In the First Part the basis of normative acts of the electronic government of European Union (EU), Latvia, Estonia and Lithuania is reviewed and it is concluded that normative acts in the Baltic States correspond to the requirements of EU. In the Second Part the author reviews the development of electronic services in Baltic States. At the same time the Second Part gives an insight in the historical development of the electronic government and electronic services in both EU and USA. The Third Part focuses on types of electronic services and their development in Latvia. Additionally attention is paid to the electronic signature as an essential part of electronic services.

At the end of the study the author concludes that the electronic government in Latvia undergoes a phase of development and has not yet become comprehensive.

This Bachelor Thesis can be used an informative source in understanding the system of electronic government and electronic services in Latvia. It can be a practical source of knowledge for leading staff of various institutions and for other interested parties.
