Eiropas Savienības dalībvalstu izlūkdienestu sadarbība pēc teroraktiem Londonā un Madridē

Abstract

Šajā darbā tiek pētīta Eiropas Savienības dalībvalstu izlūkdienestu sadarbība savienības institūciju ietvaros. Teorijās par izlūkošanu tiek minēti dažādi šķēršļi, kas kavē izlūkdienestu sadarbību. Būtiskākā problēma ir izlūkdienestu savstarpējās uzticības trūkums. Šī darba mērķis ir izpētīt, kā terora akti divās Eiropas Savienības dalībvalstu galvaspilsētās, Madridē un Londonā, 2004. un 2005. gadā ir ietekmējuši ES dalībvalstu izlūkdienestu sadarbību savienības institūciju ietvaros. Lai to noskaidrotu, darbā tiek apskatīts, kā veidojusies Eiropas Savienības izlūkdienestu sadarbība gan ES ietvarā, gan ārpus tā. Darba hipotēze ir: Terora akti Madridē un Londonā ir sekmējuši Eiropas Savienības dalībvalstu izlūkdienestu sadarbību savienības institūciju ietvaros.

This paper is about cooperation among intelligence agencies of the European Union member states in the framework of the EU. Intelligence theories name different reasons why cooperation among intelligence agencies is complicated. The main reason is lack of trust. The aim of this paper is to analyze how terrorist bombings in Madrid and London in 2004 and 2005 have facilitated cooperation among the intelligence agencies of the member states in the framework of the EU. To achieve this goal, the history of intelligence cooperation among the member states is explored both in and outside the framework of the EU. The hypothesis of this paper is: the terrorist attacks in Madrid and London have facilitated cooperation among the intelligence agencies of the European Union member states in the framework of the EU.
