Nepilsoņu līdzdalība pašvaldību vēlēšanās Latvijas kontekstā

Abstract

Maģistra darbā tiek analizēts ieteikums, kuru Latvijai iesaka vairākas starptautiskās organizācijas, tai skaitā EDSO, ANO un ECRI, proti, - atļaut nepilsoņiem balsot pašvaldību vēlēšanās. Attieksme pret ieteikumu kopš valstiskās neatkarības atgūšanas ir neatlaidīgs un reizē aktuāls jautājums Latvijas politikā. Maģistra darbā ieteikums tiek vērtēts no dažādiem aspektiem: Rietumu politisko tradīciju pieņēmumiem pēcpadomju telpā, postsociālistiskās Latvijas politiskās vides un ieteikuma strīdīgajiem apstākļiem.

Ieteikums atspoguļo atšķirības Rietumu liberālā politiskā domāšanā un politiskā kontekstā pēcpadomju Latvijā. Latvijas vēsturiskā politiskā pieredze un attīstība ir pretstatā Rietumu izpratnei par pēcpadomju reģionu. Darbs kritiski apskata Latvijai piemēroto pašreizējo Rietumu politiku, vienlaikus vērtējot tādus ar minēto jautājumu saistītos tematus kā pilsonība, nacionālā identitāte, valsts veidošana, vēstures beigas, sabiedrības šķirtnes meklēšana un kultūrcentriskais pārākums. EDSO radīto ieteikumu piemēro, vērtējot minētā ieteikuma saturu un nolūku. Nosacījums un apstākļi, kādos Igaunija pieņēma ieteikumu, darbā tiek salīdzināti ar apstākļiem Latvijā, kura līdz šim nav to pieņēmusi.

Maģistra darbā nepilsoņu attieksme un identitāte ir izskatīta no politiskās kultūras viedokļa. Darba nobeigumā ir izvērtēti jautājumi, tai skaitā: EDSO attieksme pret Latvijas pieredzi PSRS laikā, ieteikuma šaurā nozīmīgās līdzdalības interpretācija un ilgtermiņa raksturs nepilsoņu integrācijā Latvijas sabiedrībā.

The paper examines the recommendation made to Latvia by several international organisations including OSCE, UN, and ECRI to permit participation of non-citizens in municipal elections. Dealing with this recommendation has become a persistent issue in Latvian politics. The recommendation is examined from its constituent parts: the Western political tradition which makes the recommendation, the post-soviet Latvian environment in which the recommendation would be implemented, and the issues surrounding the recommendation itself.

The recommendation reflects the differences between Western liberal political thought and the political context of post-soviet Latvia. An historical account of the political experiences and development of Latvia to the present is contrasted with Western understanding of the region. Current Western policies as applied to Latvia, and related topics such as citizenship, national identity, nation buiding, the end of history, social cleavage and culturecentric superiority are critically examined. The OSCE mission to Latvia and the formation of the recommendation is assessed as to content and intent. The conditions and circumstances under which Estonia implemented the recommendation are compared to those of Latvia, which to date has not complied.

Attitudes and identity of non-citizens are examined from a political cultural perspective. The paper concludes by assessing issues, including the OSCE attitude toward the Latvian Soviet experience, the narrow interpretation of meaningful participation in the recommendation, and the long term nature of non-citizen integration into Latvian society.
