Biznesa vadības teoriju un metožu izmantošana dokumentu pārvaldībā: Ventspils brīvostas pārvaldes piemērs

Abstract

Ostu pārvalžu biznesa procesi un to īstenošanā ieinteresētās puses ārvalstu pētnieku uzmanības lokā ir jau vairākus gadu desmitus, taču Latvijā šie aspekti līdz šim pārsvarā minēti vien transporta nozares stratēģiskās attīstības programmās. Maģistra darba mērķis un vienlaikus novitāte ir: kartējot, sistematizējot un analizējot Ventspils brīvostas pārvaldes (VBP) specifiskās funkcijas, kā arī, salīdzinot iegūtos datus ar citu Baltijas valstu ostu pārvalžu darbības virzieniem un pētījumu „Eiropas ostu pārvaldība ”, radīt jaunu, visaptverošu priekšstatu par biznesa procesiem un tajos ieinteresētajām pusēm dokumentu pārvaldības kontekstā, kā arī rast atbildi uz pētījuma galveno jautājumu: „Vai visi VBP specifiskajās funkcijās balstītie biznesa procesi tiek korekti dokumentēti?”

Business processes of the port authorities and stakeholders interested in those proceses have drawn the attention of international researchers already for several decades. In Latvia until now these issues have been mentioned mainly in strategic development programs of the transport sector. The aim and novelty of the Master's thesis is: mapping, analysing and systemizing business functions of Ventspils Freeport Authority (VFA), comparing these findings to the operational aspects of other port authorities as well as to the reaserch „European Port Governance ”, with the main task to create a new comprehensive concept of the VFA business processes and its stakeholders in the context of records management and to find an answer to the main question of the thesis: „Are all specific functions-based business processes of VFA properly documented?"
