Latvijas Pašvaldību savienība – pašvaldību interešu aizstāve

Abstract

Anotacija Lai risinatu pašvaldibu interesejošus jautajumus tam ir tiesibas sadarboties, dibinat sabiedriskas organizacijas vai iestaties tajas. Latvija šada organizacija ir Latvijas Pašvaldibu savieniba, kura brivpratigi iestajušas vietejas pašvaldibas ( pilsetu, novadu un pagastu pašvaldibas ) un rajonu pašvaldibas. Darba merkis ir izanalizet, cik liela ir Latvijas Pašvaldibu savieniba, kadas ir tas galvenas funkcijas un uzdevumi, ka ta spej ietekmet un aizstavet pašvaldibu intereses vieteja un starptautiska limeni. Latvijas Pašvaldibu savieniba darbojas ka pašvaldibu interešu parstave un aizstave. Tas darbiba neaprobežojas ar vieteja limena funkciju pildišanu, gadu gaita ta attistijusies un ir parliecinoša savu dalibniecu- Latvijas pašvaldibu- interešu parstave ari Eiropas Savieniba. Darba sakuma tiek izvirzita hipoteze: Latvijas Pašvaldibu savienibai ir butiska nozime pašvaldibu interešu aizstavešana un to interesejošu lemumu pienemšana. Ka veiksmigs piemers Latvijas Pašvaldibu savienibas aktivai lidzdalibai politikas veidošana ir domstarpibu un vienošanas protokoli, kas ir neatnemama valsts budžeta likumprojekta paketes sastavdala. Regulars darbs, tikšanas, sarunas un meginajumi vienoties par svarigakajiem jautajumiem, kas skar budžetu, parada Latvijas Pašvaldibu savienibas ietekmi un spejas parstavet pašvaldibas. Latvijas Pašvaldibu savienibas stabilitates garants ir tas politiska neitralitate, ko galvenokart nodrošina organizacijas statuti un pašreizeja vadiba.

In order to address local issues the municipalities are entitled to work together to establish new public organization and join or leave exiting ones. In Latvia the role of such organization is owned by Latvian Union of Municipalities, which is voluntarily joined by number of local (cities, counties and parishes of the municipality) and district municipalities. The main goal of this document is to analyze the magnitude of the Latvian Union of Municipalities, its main functions and tasks. Analyze its ability to influence and to defend the interest of municipalities in both local and international perspective. The Union of Latvian Municipalities acting as the representative and defender of the interests of Latvian municipalities. The activity of the Union is not limited to local functions only. Over the years the Union activities were developed and now it is well represented in European Union as well. A hypothesis that Union of Latvian Municipalities has an important role in defending of local interests and has an impact on decision making has been developed in the document. Active participation in policy-making, development of agreement and disagreement protocols which are an integral part of the state budget bill package component, those are the arguments that are mentioned as successful examples of the work of Union of Latvian Municipalities. Regular participation in meetings and negotiation rounds influencing decisions affecting the State budgeting does confirming the Union ability to represent the municipalities. Political neutrality provided by statutes and ensured by management of the organization works as guarantor for stability of the Union of Latvian Municipalities.
