Teritorijas plānojuma mūsdienīgas vietējās pašvaldības pārvaldībā

Abstract

Pēc 1991. gada, kad Latvija atguva savu neatkarību, teritoriju attīstības plānošanu skāra būtiskas izmaiņas – tika pamazām pārveidota iepriekšējā plānošanas procesa organizēšanas sistēma, pielāgojot to demokrātiskas valsts principiem, kur plānošana ir lielā mērā atklāts un dinamisks process. Šobrīd Latvijā gandrīz visas pašvaldības ir izstrādājušas savas pašvaldības teritorijas plānojumu, no kurām daudzām tā ir bijusi pirmā plānošanas prakse brīvā tirgus ekonomikas apstākļos, tādējādi radot materiālu bāzi analītiskam darbam. Līdz šim Latvijā ir izveidojusies dažāda prakse un arī izpratne par vietējo pašvaldību plānošanas dokumentu izstrādi, un tā joprojām uzskatāma kā nepilnvērtīga. Situācijas uzlabošanai nepieciešami ne tik daudz uzlabojumi plānošanas sistēmā, kā kopējā pašvaldības darbībā un attieksmē, mainot ierastos darbības principus, un kļūstot par pašvaldību, kas ir gatava pārņemt labāko pašvaldību pārvaldes praksi. Par galveno darba mērķi tiek izvirzīts izpētīt līdzšinējo teritorijas plānošanas praksi Latvijā kontekstā ar modernas pašvaldības pārvaldības principiem, sniedzot priekšlikumus tās uzlabošanai. Pētījuma izstrādes rezultātā tiek izdarīti vairāki secinājumi un ieteikumi, no kuriem viens no galvenajiem atzīmējams, ka mūsdienīgas pašvaldības galvenā pamatiezīme nav pieejamie finanšu resursi, kādi ir tās rīcībā, bet gan pašvaldības darbības metodes un principi, ko tās savā darbībā pielieto, kas jo īpaši nozīmīgi ir teritorijas plānošanas kontekstā. Tādējādi izkristalizējās būtisks noteicošs faktors mūsdienīgas pašvaldības pārvaldības procesā un organizācijā - cilvēkfaktora nozīme konkrētas teritorijas pārvaldīšanā, piešķirot ārkārtīgi lielu nozīmi katras pašvaldības aktīvai rīcībai un iniciatīvai kaut ko mainīt.

After the year 1991, when Latvia regained its independence, spatial development planning was affected by major changes – the former system for organising the planning process was gradually changed, adopting it to the principles of a democratic state, where planning is an open and dynamic process. Now, almost all the local municipalities of Latvia have worked out spatial plans for their territories. For many of those local municipalities it has been the first spatial planning practice in the free market economy, thus creating a base of materials for analytic work. Up to know there have been formed different approaches and understanding about preparation of the planning documents of local municipalities in Latvia, and it still may be considered as insufficient. For improving the situation there is a need not only for changes in the planning system but even more in the work and attitude of the local governments, changing the ordinary working style and becoming a local government that is ready to adopt the best practice in local governance. The main objective of this thesis is to explore the former and actual spatial (territorial) planning practice in Latvia in context of the modern local governance principles, also giving suggestions for improving it. As a result of the research there have been made several conclusions and suggestions, one of the main being a conclusion that the main characteristic of a contemporary local government is not the amount of available financial resources but, instead, the methods and principles of the local government that are being applied in its daily work, and it is especially important in the context of the spatial planning. Thus an important determinant factor appears in the local governance process and organisation – significance of a human factor in governance of a specific territory, assigning a supremely big importance for active conduct and initiative to change something to every single local government.
