Šī maģistra darba izvēlētā tēma ir „Ekonomiskās politikas koordinācijas problēmas ka Eiropas integrācijas kavējošais faktors”. Darba mērķis ir izanalizēt esošās ekonomiskās politikas koordinācijas problēmas Eiropas Savienībā (turpmāk tekstā – ES) un piedāvāt priekšlikumus to risināšanai.
Darba teorētiskajā daļā tiek apskatīts ekonomiskās politikas teorētiskie aspekti, apskatot konverģences teorijas un evolucionārās ekonomikas teorijas galvenās iezīmes, kā arī izanalizējot dažādu starptautisko institūciju pielietoto valstu klasifikācijas metodoloģiju pēc valstu attīstības līmeņiem. Teorētiskā daļa arī ietver ekonomiskās politikas koordinācijas ES tiesiskus aspektus.
Savukārt, šī darba praktiskajā daļā tiek veikta Lisabonas stratēģijas īstenošanas novērtējuma kvantitatīva datu analīze, balstoties uz Eurostat datiem un statistisko datu novērtēšanas un analīzes metodēm. Izpētes veikšanai tika atlasītas sešas Eiropas Savienības dalībvalstis, kurām ir ne tikai atšķirīgs attīstības līmenis, bet tās arī pieder dažādiem sociālajiem modeļiem. Turklāt, šī darba praktiskajā daļā ir prezentēta gadījumu izpēte (case study), kas pierāda, ka atšķirīgais ES dalībvalstu attīstības līmenis kalpo par iemeslu dažādu interešu sadursmei par svarīgajiem Eiropas ekonomiskās integrācijas veicinošiem jautājumiem. Daži piemēri parāda arī to, ka ES dalībvalstu intereses Eiropas Savienības ietvaros netiek vienlīdzīgi ņemtas vērā, jo vairākumā lēmumu pieņemšanas procesa gadījumos tiek ņemta vērā tikai veco ES dalībvalstu nostāja. Tas izraisa ekonomiskās politikas neprecīzu un netaisnīgu koordināciju, kas kavē kopējās Eiropas integrācijas iespējas.
Lai lasītājam būtu vieglāk saprast šajā darbā analizējamo problemātiku, darbā ir 10 attēli, 3 tabulas un 6 pielikumi. Kopējais darba apjoms ir 106 lapas. The title of this master thesis is “Economic Policy Coordination Problems as the Hindering Factor of European Integration”. The goal of this master thesis is to analyze current economic policy coordination problems in the European Union (hereinafter – EU) as well as to define suggestions for their solutions.
The theoretical part of this master thesis provides analysis on the two economic theories – convergence theory and evolutionary economic theory, which explain the presence of different development levels of the countries. This part also analyses different country classification approaches, which are used by different international organizations, for example, the World Bank, International Monetary Fund, the World Economic Forum and the European Commission. Theoretical part of this master thesis also includes analysis of legal aspects of economic policy coordination in the EU.
Practical part of this master thesis includes quantitative evaluation of the data on Lisbon strategy quantitative indicators and targets for different Member States on the basis of the Eurostat data and other methods used for the evaluation of statistical data. The author of this master thesis has chosen for the quantitative evaluation six EU member states, which have not only different development level, but also belong to different social models. Besides, the practical part of the master thesis presents case study, which proves that different development levels of the EU member states are one of the reasons for collision and battle of interests on the major economic policy issues. Some of the examples prove that there is no equality of taking into account the interests of the EU member states as the majority of decisions is strongly influenced by the position of the old EU member states. It leads to imprecise and unfair economic policy coordination and also hinders further European economic integration opportunities.
In order to provide the reader with the better understanding of the main problematic issues discussed and analyzed in this master thesis, it contains 10 figures, 3 tables and 6 annexes. The total number of pages of this master thesis is 106.
