Bezskaidras naudas maksājumu sistēmas attīstības problēmas un perspektīvas Latvijā

Abstract

Bakalaura darba tēma ir „Bezskaidras naudas maksājumu sistēmu attīstības problēmas un perspektīvas Latvijā”. Bakalaura darba mērķis ir, pamatojoties uz Latvijas bezskaidras naudas maksājumu sistēmas analīzi, izstrādāt priekšlikumus tās attīstībai un pilnveidošanai. Darbs sastāv no trim nodaļām. Pirmajā nodaļā ir aplūkoti bezskaidras maksājumu sistēmas teorētiskie pamati – sistēmas jēdziens, to veidi un dalībnieki, bezskaidras naudas maksājumu ekonomiskais efekts un to loma ekonomikā, kā arī maksājumu sistēmu normatīvi tiesiskā regulēšana ES un maksājumu instrumentu izmantošanas pieredze attīstītās ES valstīs. Darba otrā nodaļa ir veltīta bezskaidras naudas maksājumu sistēmu analīzei Latvijā. Ir izpētīta bezskaidras naudas maksājumu sistēmu likumdošanas bāze un Latvijas Bankas maksājumu sistēmu pārraudzības funkcijas, kā arī analizēta starpbanku maksājumu sistēmu un fizisko un juridisko personu maksājumu sistēmu attīstības tendences un ietekmējošie faktori. Darba trešājā nodaļā tiek pētītas bezskaidras naudas maksājumu sistēmu attīstības problēmas un šķēršļi, kā arī bezskaidras naudas maksājumu sistēmu attīstības perspektīvas. Līdz ar ekonomisko attīstību un tehnoloģiju attīstību bezskaidras naudas norēķinu apjomi palielinās, kā arī pilnveidojas izmantojamo instrumentu klāsts. Eiropas Savienības teritorijā tiek ieviesta Vienota eiro maksājumu telpa. Līdz ar to, pastāv problēmas saistībā ar bezskaidras naudas norēķinu drošību, efektivitāti un likumību. Izstrādāti priekšlikumi bezskaidras naudas norēķinu sistēmas attīstībai. Bakalaura darba apjoms ir 78 lappuses datorsalikumā. Darbs satur 22 attēlus un 4 tabulas.

The subject of the bachelor’s graduation paper is “The Problems and Perspectives of Non-Cash Payments System in Latvia”. The aim of the bachelor’s paper is to develop proposals on development and improvement of non-cash payment system in Latvia, based on the analysis of the system performance. The paper consists from three chapters. In the first chapter, theoretical aspects of non-cash payment system are considered, including the concept, the kinds and the participants of non-cash payment system, economic effect of non-cash settlements and their role in economy as well as legal regulation of non-cash settlements in the EU and the experience of the use of payment instruments system in developed EU countries. The second chapter is devoted to the analysis of Latvian non-cash payments system. The legislation base of non-cash payments and the functions of the bank of Latvia concerning supervision of payment systems are researched. The tendencies of development of interbank non-cash payment systems and non-cash settlements between individuals and legal entities as well as the influencing factors are analyzed. In the third chapter, the problems and hurdles of non-cash settlement system development and the perspectives of its development are analyzed. Influenced by economic development and technology development, the volumes of non-cash payments are growing and the set of payment tools is being constantly improved. In the territory of European Union the Single Euro Payment Area is being introduced. At the same time, there are still problems concerning safety, efficiency and legality of non-cash settlements. The proposals, aimed at the development of non-cash settlements, are drafted. The volume of the bachelor’s graduation paper is 78 printing pages. The paper contains 22 figures and 4 tables.
