Pētījuma ietvaros autors analizējis noziegumu ar starptautiskā elementa klātbūtni problēmu izpēti. Autors aplūkojis raksturīgākās problēmas, ar kurām nākas saskarties ikvienai mūsdienu valstij, kā arī to iespējamos risināšanas modeļus. Starptautiskās krimināltiesības ir samērā jauns tiesību institūts, tāpēc joprojām daudzos problēmjautājumos nav vienotas nostādnes par krimināltiesību tālāko attīstību.
Darba struktūra ir sadalīta trīs nodaļās, no kurām pirmā veltīta starptautiskās kriminālatbildības raksturojumam, otrajā nodaļā ir analizēta starptautisko noziegumu tiesiskā iedalījuma specifika, analizēti jaunākie krimināltiesību problēmjautājumi, kas skar starptautiskos noziegumus un starptautiska rakstura noziegumus, un trešā nodaļa attiecas uz problēmjautājumiem, kas attiecas uz jaunāko krimināltiesību institūtu – kibernoziegumi. Noziegumi tiek analizēti balstoties uz ārvalstu tiesu precedentiem un īpaša uzmanība tiek veltīta Latvijas krimināltiesiskā regulējuma galvenajiem problēmjautājumiem.
Darbā ir apskatīti galvenie starptautiskie normatīvie akti krimināltiesību regulējumā, analizēta citu valstu kriminālkodeksi un tiesu prakse. Darba rezultāti ir apkopoti darba Secinājumu nodaļā, kas satur darba autora secinājumus un piedāvātos risinājumus par aktuālajiem problēmjautājumiem, kas balstīta uz starptautisko praksi. Within the framework of the research the author has analysed the study of problems of the offence with the presence of international element. The author has examined the most peculiar problems that every contemporary country face as well as the possible models of solving them. International criminal law is relatively new law institute and that is why there is still no unified attitude in many issues of the further development of criminal law.
The structure of the research work is divided in three chapters, the first of them is devoted to the characterization of the international criminal liability, the second chapter analyses the particularity of judicial classification of international offences and there have been alalysed the recent issues concerning international offences and offences with international disposition, and the third chapter refers to the issues concerning the most recent criminal law institute – cyber offences. The offences are being analysed on the grounds of foreing prejudications and assiduity is paid to the major issues of Latvia`s criminal justice regulation.
The research covers the major international normative acts of criminal law regulation, analyses the criminal codes of other countries, offences and jurisprudence connected with them. The results of the research are summarized in the Conclusions chapter that consists of the conclusions made by the author of the research and his offers of the possible solutions of the topical issues that are based on the international practice.
