Darba mērķi bija izprast iemeslus, kādēļ sākotnēji īslaicīgi plānota NATO misija Afganistānā, ir ieilgusi uz vairāk kā desmit gadiem ilgu operāciju un kā ir norisinājies process, kas ir veicinājis šādu misijas attīstību. Tika pētīts, vai misijas Afganistānā ieilgšanas procesu ir iespējams izskaidrot ar iesāktās rīcībpolitikas atkarības pieejā paustajiem priekšstatiem par rīcībpolitiku attīstību, uz kā pamata tika izvirzīta hipotēze: Sākotnēji pieņemtais lēmums par cīnīšanos ar „Al Kāidu”, gāžot arī talibu režīmu Afganistānā, ir ierobežojis turpmākās lēmumu pieņēmēju izvēles, izraisot sākotnējās izvēles „ieslēgšanos”, tādējādi neļaujot misiju Afganistānā izbeigt sākotnēji paredzētajā termiņā. Izanalizējot misijas attīstības gaitu, tika secināts, ka darbā izvirzītā hipotēze ir apstiprinājusies. The aim of the theses was to understand the reasons why NATO mission in Afghanistan, although was planned to be short – term, has lasted for more than ten years. It was studied, whether the enduring process of the mission in Afghanistan can be explained with the ideas of path dependence theory about the development of policies. Proposed hypotheses was: The initial decision to fight with „Al Qaeda”, also by destroying the Taliban regime in Afghanistan, has limited the later choices of decision makers, causing the lock – in effect of initial choices, hence preventing the possibility to end mission in Afghanistan at initially defined term. After the analysis, it was concluded, that proposed hypotheses has been approved.
