Varas elites maiņa Latvijā un Igaunijā 1989. – 2004.g. salīdzinājums

Abstract

Latvija un Igaunija sabrūkot komunistiskajam režīmam, uzsāka savu attīstības ceļu no vienādām starta pozīcijām. Tomēr demokratizācijas procesa beigās sasniegtie rezultāti bija atšķirīgi. Daudzi zinātnieki to izskaidrojuši ar atšķirībām varas elites struktūrā un tās maiņā. Tāpēc autore mēģinājusi atrast kopējo un atšķirīgo elitu struktūrā, kopīgās un atšķirīgās iezīmes cirkulācijas un recirkulācijas procesā, apskatot personu cirkulāciju valsts varas nozīmīgākajos institūtos. Rezultātā identificētas atšķirības minētajos procesos, kas varētu kalpot par iemeslu atšķirībām starp realizētajām politikām laika posmā 1989.-2004.g. Nozīmīgākā no tām- Igaunija ir bijusi daudz kritiskāka attiecībā uz padomju pagātnes mantojumu, kamēr Latvija joprojām bijusi daudz konservatīvāka, izmantojot padomju sistēmas iedibinātās tradīcijas.

Two Baltic coutries- Latvia and Estonia has started their developement similary at the moment of collapse of USSR, but at the end of period of democratization period the results has been different. Many scietists has been explained it with the differencies in the structure and the way of power elite change. So the author has tried to indicate this differencies as well as common features by analizing the circulation processies at the higest posts the main institutions of the state within both counties. At the result has been found some significant differencies wich could serve as a reason of dirrerencies in realised politics at the period 1989-2004. The main of them is that Estonia has been much more critical to soviet past, but Latvia still has been more conservative in using soviet system elements at the circulation of power elite.
