Latvijas augstākās izglītības politikas izvērtējums

Abstract

Darba tēma ir „Latvijas augstākās izglītības politikas izvērtējums”. Šī darba mērķis bija identificēt un analizēt katra ministra galvenos sadarbības principus ar partneriem augstākās izglītības nozarē, salīdzināt tos un noteikt, kuram teorētiskajam rīcībpolitikas tīkla modelim atbilst izvēlētais Latvijas augstākās izglītības nozares tīkls. Darbā izvirzītais izpētes jautājums ir – kāds teorētiski un praktiski ir izvēlēto Izglītības un zinātnes ministru rīcībpolitikas tīkls un sadarbības modelis ar partneriem augstākās izglītības nozarē? Darba teorētiskajā daļā apskatīts dažādu autoru sniegtais rīcībpolitikas tīkla jēdziens un tīklu veidi. Darba empīriskajā daļā veikta preses relīžu un interviju analīze pēc izvēlētajiem kritērijiem, un secināts, ka Latvijas augstākās izglītības sektora tīkls atbilst racionālo aktieru tīklam un ka ministru veidotā sadarbība ar partneriem ir ļoti dažāda. The topic of the paper is „Evaluation of higher education policy in Latvia”. The aim of the paper is to identify and to analyze the main principles of selected ministers in collaboration with partners in higher education, to compare these principles and to determine which theoretical model of policy networks corresponds to network of higher education in Latvia. Research question of the paper is – what kind of theoretical and practical policy network and model of collaboration corresponds to those chosen by each minister? In the theoretical section of the paper there are concepts of policy network and types of networks. In the empirical section was performed an analysis of press releases and interviews from which the author concluded that the network of higher education sector in Latvia corresponds to rational actor policy network and also that collaboration of ministers with partners is very different.
