ANO miera uzturēšanas misiju izvērtējums: Sīrijas gadījuma analīze

Abstract

Maģistra darbā „ANO miera uzturēšanas misiju izvērtējums: Sīrijas gadījuma analīze” analizēta mūsdienu konfliktu iedaba to pārvaldīšanas un risināšanas metodes, uzsverot miera uzturēšanas misiju konceptu. Darba ietvaros, balstoties uz ANO oficiālajiem dokumentiem un praksi, izstrādāta metode miera uzturēšanas misiju analizēšanai. Tajā ietverti desmit miera uzturēšanas instrumenti ar tiem atbilstošām funkcijām un izvērtēšanas kritērijiem. Ar izstrādātās metodes palīdzību tiek analizēta ANO miera uzturēšanas misija Sīrijā (UNSMIS), konstatējot, kurus no ANO rīcībā esošajiem miera uzturēšanas instrumentiem tā izmantojusi attiecīgajā misijā, un kā tie tikuši izmantoti. Darba ietvaros tiek analizēti arī mūsdienu miera uzturēšanas misiju izaicinājumi un problēmas, kas Sīrijas krīzes gadījumā balstīti uz neveiksmīgi īstenotajiem miera uzturēšanas instrumentiem.

The topic of the Master thesis is „Evaluation of the UN Peacekeeping Missions: The Case of Syria” which involves analysis towards the nature of modern conflicts, methods of conflict management and resolution, focusing on the peacekeeping concept. The aim of the Master Thesis is to create a new method for analysing peacekeeping missions based on the official documents and the United Nations practice. The following method includes ten peacekeeping instruments, functions and criteria concering the UN guidelines. The analysis of the Master thesis is based on the concrete method in order to figure out what kind of instruments have been applied and how they could be used in UNSMIS. Throughout the Master thesis the Author has analysed possible nowadays peacekeeping mission challenges and problems taking into account the failure of peacekeeping missions in Syria resulted by the use of inappropriate peacekeeping instruments.
