| dc.description.abstract | Diplomadarba tēma ir Eiropas Savienības struktūrfondu atbalsta sistēmas maziem un vidējiem uzņēmumiem nepilnības. Autore šādu darba tēmu izvēlējās pamatojoties uz šīs tēmas aktualitāti un popularitāti Latvijas sabiedrībā. Aizvien biežāk ikdienas dzīvē ir jāsaskaras ar vārdu salikumiem ‘Eiropas Savienība’ vai ‘Eiropas nauda’. Ne vien valsts vai pašvaldību mērogos, bet arī iedzīvotāji, īpaši uzņēmēji vai zemnieki to jau sauc par savu ikdienu.
Šajā darbā autore kā mērķi izvirza izpētīt un izanalizēt kā darbojas Eiropas Savienības struktūrfondi, konkretizējot, kā darbojas šo fondu atbalsta sistēma tieši maziem un vidējiem uzņēmumiem, kā arī pierādīt, ka šī sistēma darbojas nepilnīgi.
Autore kā galveno problēmu šajā sistēmā saskata to, ka fondu darbība Latvijā nav līdz galam pārdomāta, jo uzņēmējiem, lai to projekts tiktu līdzfinansēts ir garš un tāls ceļš ejams, procedūra ir ilgstoša, birokrātiska un dārga. Projekts netiek finansēts 100%, bet tikai daļēji. Kā otra problēma, kas būtībā ir stipri saistīta ar pirmo, pēc autores domām, ir tā, ka projektu konkursa kārtība un veids kā tas tiek realizēts ir pārāk sadrumstalots, tajā procesā, kas pēc savas būtības nav nemaz tik sarežģīts, tiek iesaistītas pārāk daudz institūcijas un vēl starpniekinstitūcijas.
Lai pierādītu darbā izvirzīto hipotēzi, autore, kā darbā veicamos uzdevumus, ir noteikusi:
1.aplūkot izvēlēto tēmu no dažādiem skatu punktiem, veikt plašu analīzi par tēmu;
2.ievākt pēc iespējas daudzveidīgākus izmantojamos informatīvos materiālos, uz kuru bāzes veiktu pētījuma analīzi;
3.pētījuma beigās izteikt savus secinājumus par darba gaitā iegūtajiem rezultātiem, un uz to bāzes izveidot priekšlikumus problēmas risināšanai.
Darba rezultātā tika izdarīti vairāki secinājumi, taču galvenais no tiem ir tas, ka darba sākumā autores izvirzītā hipotēze ir apstiprinājusies un darba gaitā tika pierādīta. ES struktūrfondu atbalsta sistēma uzņēmējiem patiešām ir pārlieku birokrātiska, sarežģīta un dārga. Papildus autores izvirzītajām problēmām tika konstatētas vēl citas, kā piemēram, iedzīvotāju sliktā informētība un neieinteresētība par ES naudu, pieejamās informācijas trūkums un informācijas izklāsta haotiskums. | en_US |
| dc.description.abstract | The subject of the diploma paper is Shortcomings of the EU Structural Fund Support System for Small and Medium-sized Enterprises (SMEs). The author has chosen this topic because it is a current problem Latvia. More and more often we come across such phrases as „European Union” or „European money”. It is an issue not only on state or local government level but also for the population especially for entrepreneurs and farmers.
The author’s main target is to study and analyse the performance of the EU structural fund system, in particular for SMEs as well as to prove that the system has got shortcomings.
According to the author, the main problem is that the fund system is not well-considered and complete so in order to get co-financing entrepreneurs have a long way to go, the procedure is time-consuming, bureaucratic and expensive and, moreover, the project does not get 100% financing. Another problem which, in fact, is linked to the first is lack of uniformity in the project tendering and implementation process as too many institutions and intermediaries are involved in it.
To prove the hypothesis highlighted in her work the author has stated the following tasks:
1.to collect diversiform informative materials as the basis for the research analysis;
2.to study the topic from different points of view, to carry out a detailed analysis of the subject;
3.to sum up conclusions and forward proposals how to solve the problem.
In the research process several conclusions have been made the main of which is that the hypothesis highlighted by the author is confirmed and the research analysis has proved true. Thc EU structural fund support system for entrepreneurs indeed is too bureaucratic, complicated and expensive. Along with the above-mentioned problems other issues, such as, the fact that receiving insufficient information on EU money people lose interest in it and the available information is chaotic, have been raised in the paper. | en_US |
