ES reģionālās attīstības fondu piesaistīšanas analīze Latvijā

Abstract

Bakalaura darba tēma ir „ Eiropas Reģionālās Attīstības Fonda piesaistīšanas analīze Latvijā”. Darbs sastāv no ievada, trīs daļām, secinājumiem un priekšlikumiem, un bibliogrāfijas saraksta. Bakalaura darba tēmu pamato šobrīd sabiedrībā valdošās tendences - ES fondu piesaistīšanas – kas visādā ziņā ir iespēja uzlabot valsts ekonomisko, sociālo situāciju, kā arī sakārtot vidi un infrastruktūru. Darba mērķis ir izpētīt, kāda ir ES fondu nozīme Latvijas tautsaimniecībā, kā arī analizēt iespējas investīciju piesaistei, ar mērķi attīstīt mazāk attīstītos reģionus. Apskatīt fondu līdzšinējo darbību Latvijā, kā arī novērtēt nākotnes plānus un stratēģiju. Lai to sasniegtu, tika izvirzīti sekojoši uzdevumi: Izpētīt teorētiskās informācijas avotu bāzi par ES fondiem; Apskatīt un izvērtēt konkrēto fondu plānošanas periodu (2004. – 2006) (2007. – 2013) darbību Latvijā; Veikt nākošā ES fondu darbības perioda analīzi, salīdzināt to ar iepriekšējo periodu. Darba pirmajā nodaļa ir apkopota vispārēja informācija un teorētisks raksturojums par ES fondiem, kā arī to ietekme uz Latvijas tautsaimniecību. Otrajā daļā veikta ES fondu darbības analīze plānošanas periodiem no 2004. gada līdz 2013. gadam. Trešajā daļā tika apskatītas iespējas un attīstības plāni ES fondu piesaistīšanā nākotnē, kā arī nākamā plānošanas perioda salīdzinājums un ietekmes analīze. Darba nobeigumā izteikti secinājumi par ES fondu raksturojošiem rādītājiem, vispārīgām tendencēm, kā arī valsts institūcijām adresēti priekšlikumi, kā veicināt investīciju fondu darbības efektivitātes palielināšanai, sekmējot valsts reģionālo attīstību un tautsaimniecības izaugsmi. Lai izpētītu problēmsituāciju, darbā tika izmantotas sekojošas pētījumu metodes: teorētiskās informācijas analīze; dažādu autoru un pirmavotu salīdzināšana; interviju rezultātā iegūtās informācijas analīze, kā arī aptaujā iegūtu rezultātu analīze. Darba kopējais apjoms ir 78 lappuses, 2 tabulas, 18 grafiskie attēli, 2 pielikumi, bibliogrāfiskais saraksts sastāv no 51 ieraksta. The title of the bachelor’s paper is “The Analysis of European Regional Development Fund Attraction in Latvia”. The present paper consists of introduction, three parts, conclusions and propositions, and list of bibliography. The topic of this paper is substantiated by the tendencies currently dominating in the society – attraction of EU funds – that in every respect is an opportunity to improve economical and social situation of a country, as well as to develop environment and infrastructure. The aim of this paper is to study what is the significance of EU funds to the Latvian economy, as well as to analyse opportunities to attract investments with the purpose to develop less developed regions. To examine previous operation of funds in Latvia, as well as to assess future plans and strategy. In order to reach the aforementioned aim of the paper, the author has set the following objectives: •to study the base of theoretical information sources about EU funds; •to study and assess the operation of planning period (2004. – 2006) (2007. – 2013) of specific funds in Latvia •to analyse the next operation period of EU funds and compare it with previous period. The first part of the paper includes general information and theoretical description about EU funds, as well as their influence on Latvian economy. In the second part author has made operation analysis of EU funds for planning periods from 2004 till 2013. In the third part author has studied opportunities and development plans for EU fund attraction in the future, as well as next planning period comparison and impact analysis. In the conclusion of this paper author has declared conclusions about indicators that characterize EU funds, general tendencies, as well as propositions addressed to public authorities on promoting operational efficiency of investment funds facilitating regional development and economical growth of a country. In order to study the problem situation the following research methods were used: •analysis of theoretical information; •the comparison of different authors and primary sources; •analysis of information obtained in interviews, as well as analysis of results obtained in questionnaire.
