ES platību maksājumu ietekme uz ražošanas resursu cenām lauksaimniecībā Latvijā

Abstract

Darbā pētītā ES platības maksājumu ietekme uz lauksaimniecības zemes kā lauksaimnieciskās ražošanas resursa cenām Latvijā. Balstoties uz dažādu autoru teorētiskiem modeļiem ir veikts novērtējums, gan par ar ražošanu saistītiem, gan ar ražošanu nesaistītiem maksājumiem. Izmantojot ekonometriskās metodes salīdzinātas lauksaimniecībā izmantojamās zemes cenas izmaiņas un to atkarība no lauku saimniecību darbības rezultātiem un saņemtā ES un valsts atbalsta laika posmā no 2000. gada līdz 2006. gadam. Darba rezultāti norāda, ka pieaugušais ES un valsts atbalsts ir būtiski veicinājis lauksaimniecības zemes cenu pieaugumu. Turklāt zemes cenas pieaugums notiek ar laika nobīdi. Pētījumā netika novērotas būtiskas atšķirības ar ražošanu saistīto maksājumu un ar ražošanu nesaistīto maksājumu ietekmei uz lauksaimniecības zemes cenām.

Agricultural land is the key production factor for agricultural production. In this paper the effect of EU area based payments on agricultural land prices has been evaluated. Based on theoretical models of different authors an evaluation has been done on payments coupled to agricultural production as well as decoupled payments. By use of econometric analysis changes in prices of agricultural land prices have been compared with economic performance of agricultural holdings and amount of EU and state aid received over period of 2000-2006. Results confirm that growth of EU and state aid has significantly increased the price of agricultural land. Moreover the growth takes place with a time lag. Study did not reveal any differences between coupled support to agricultural production and decoupled support.
