Projekta Rail Baltica II īstenošanas perspektīvas

Abstract

Projekts Rail Baltica II ir Eiropas Savienības mēroga infrastruktūras projekts, ko paredzēts īstenot, Igaunijā, Latvijā un Lietuvā izbūvējot Eiropas sliežu platuma dzelzceļa līniju, kas iekļautu Baltijas valstis vienotā Eiropas Savienības transporta sistēmā. Maģistra darba izstrādes rezultātā tika pierādīta uzstādītā hipotēze un gūts apliecinājums, ka nozīmīgākie riska faktori ir atkarīgi no projektā iesaistīto trīs Baltijas valstu spējas atrast kopīgu nostāju un vienoties par kompromisiem. Veicot projekta attīstības gaitas analīzi un apkopojot intervēto ekspertu viedokļus, apstiprināts pieņēmums, ka, Baltijas valstīm panākot vienošanos projekta sagatavošanas fāzē un saņemot Eiropas infrastruktūru savienošanas instrumenta (CEF) finansējumu, risku līmenis samazinās un varbūtība veiksmīgi īstenot projektu pieaug.

Rail Baltica II is the European infrastructure Project which is expected to be implemented by building European-gauge railway line connecting Estonia, Latvia and Lithuania with Europe. As the result of developing Master’s Thesis there was proved the hypothesis and gained affirmation that the main risk factors for the Project depend on ability of three member states of the Project to reach a common view and agree on compromises. By analysing the development of the Project and gathering views of the experts there was approved assumption that, after receiving funding of the Connecting Europe Facility and beginning the Project, risk level would decrease and increase expectations for successful completion of the Project.
