Maģistra darbā tiek analizētas ES un Krievijas attiecības vērtību un interešu mijiedarbības kontekstā, balstoties uz konstruktīvisma teorijas idejām. Izmantojot ES un Krievijas attiecību dokumentus (Partnerības un sadarbības līgumu, Četru telpu ceļa kartes), kā arī statistikas datus un citus informācijas avotus tiek analizēts, kas ir šajās attiecībās ir noteicošais – vērtības vai intereses. Par darba teorētisko pamatu tiek izmantota konstruktīvisma teorija, kas uzsver normu, vērtību un identitātes nozīmi ārpolitikas veidošanā.
ES un Krievijas attiecību pamatdokumentu analīze parāda, ka normatīvā līmenī attiecībās nozīmīga loma tiek piešķirta demokrātisko vērtību, cilvēktiesību un likuma varas ievērošanai. Tomēr abu pušu identitātes un uzskati par savstarpējām attiecībām ir atšķirīgi, turklāt atšķirības ir laika gaitā ir kļuvušas izteiktākas. Krievija ne tikai demokrātiskajām vērtībām piešķir mazāku nozīmi un tās ārpolitika tiek veidota, balstoties uz interesēm, bet tās vērtības ir atšķirīgas.
ES un Krievijas ekonomiskā līdzatkarība, kā arī Krievijas sevis, kā lielvaras, uztvere padara ierobežotas ES spējas ietekmēt vērtību ievērošanu Krievijā. The interaction of values and interests in the EU – Russia relations are analysed in this Masters paper. The theory of constructivism is used as a theoretical background. The author analyses the EU-Russia cooperation documents (Partnership and cooperation agreement, Road Maps for the Four Common Spaces), as well as statistical data in order to learn, which principle is dominant in these relations – interests or values. The theoretical ground of the research is constructivism international relations theory that stresses the role of norms, values and identities of actors in the foreign policy.
The analysis of EU-Russia’s cooperation documents shows that in the normative level such principles like democratic values, human rights and the rule of law have important role. But identities and notion of mutual relations of both sides are different; moreover the discrepancies have become larger during time. On the one hand, Russia gives less value to the principles advocated by the EU, on the other hand, Russia hast other values than the EU. Not infrequently the interests of the EU and its member states become prior to the protection of democratic values, but in different kind of cooperation and dialogue, for example in spheres of justice and home affairs as well as external security cooperation, the EU continues to stress the need to follow and implement democratic principles. Nevertheless Russia’s refusal to implement fully these values only occasionally hinders farther cooperation.
