Darbs balstīts uz ASV publiskās diplomātijas analīzi, pētot tās izpausmes 2011. gada Tuvo Austrumu un Ziemeļāfrikas valstu revolūciju laikā jeb tā dēvētajā Arābu pavasarī. Kā analīzes mērķis tiek izvēlēta Ēģiptes gadījuma izpēte, balstoties uz ASV un Ēģiptes ilgajām sadarbības saitēm. Pētījuma mērķis ir pārbaudīt vai ASV Arābu pavasara laikā Ēģiptē izdevies ar publiskās diplomātijas palīdzību uzlabot savu tēlu, kā rezultātā tiek izvirzīta hipotēze:
H0: „ASV publiskā diplomātija Arābu pavasara laikā Ēģiptē nav uzlabojusi tās tēlu.” Darbā tiek sniegts ieskats diplomātijas vēsturē, kas ļauj pievērsties teorētiskajai daļai, ietverot publiskās diplomātijas koncepta, tās veidu un ietekmes raksturojumu. Tiek aplūkoti arī tādi ar publisko diplomātiju saistīti termini kā propaganda, „nācijas zīmogošana” un kultūras attiecības, kā arī norādīta tās saikne ar „maigās varas” terminu, balstoties uz Jana Melisena(Jan Melissen) un Džozefa Nai (Jozeph Nye) teoriju. Teorētiskās daļas uzsvars tiek likts uz Marka Leonarda (Mark Leonard) trīs publiskās diplomātijas dimensijām- reaktīvo, proaktīvo un attiecību veidojošo, kuras tiek izmantotas kā pamats darba empīriskajai daļai. Darba praktiskā daļa tiek ievadīta ar Arābu pavasara notikumu pārskatu, kam seko konkrēts Ēģiptes revolūcijas notikumu hronoloģisks apskats, ievērojot revolūcijas četru mēnešu laika posmu no 2011. gada janvāra līdz aprīlim. Reaktīvā dimensija tiek analizēta pētot TV kanāla Alhurra un Radio Sawa ietekmi un ASV vēstniecības Kairā oficiālos apgalvojumus un amatpersonu vizītes, savukārt kā proaktīvajai dimensijai un attiecību veidojošajai dimensijai piederīgi kanāli, tiek analizēta uzņēmējdarbības veicināšana, izglītības un kultūras apmaiņas programmas kā arī, ASV valdības finansējums militārajā jomā un demokrātijas veicināšanā. Lai spētu novērtēt proaktīvās un attiecību veidojošās dimensijas ietekmi uz ASV tēlu tiek izvirzīta apakšhipotēze: H1:„Proaktīvās un attiecību veidojošās publiskās dimensijas izmantošanas rezultātā, ASV tēls nav uzlabojies.”. Pilnvērtīgam reaktīvās dimensijas aktivitāšu novērtējumam attiecībā uz ASV tēla ietekmēšanu tiek izvirzīta arī otra apakšhipotēze H2: „Reaktīvās publiskās dimensijas izmantošanas rezultātā, ASV tēls nav uzlabojies.” Aptauju dati liecina, ka ASV publiskā diplomātija, lai arī aktīvi izmanto publiskās diplomātijas dimensijas, tās aktivitātes nesniedz vēlamos rezultātus, pieņemot, ka publiskās diplomātijas mērķis ir valsts tēla uzlabošana. Analīze ļauj secināt, ka pētījuma hipotēze ir apstiprinājusies. ASV publiskā diplomātija galvenokārt izpaudusies oficiālajos apgalvojumos un amatpersonu runās, tādējādi nav spējusi uzlabot ASV tēlu Ēģiptes sabiedrības skatījumā. Bachelor thesis is based on U.S. public diplomacy analysis, focusing on 2011 revolutionary processes which took palce in the Middle East and North Africa also called „The Arab Spring”. Because of the close ralationship and strong military ties, as the target state for analysis author chooses to look at Egypt’s case. The aim of the paper is to challenge whether the U.S. has been able to improve its image in Egypt which gives the opportunity to set the hypothesis H0: „U.S. public diplomacy has not improved its image in the Arab spring time in Egypt.” Paper gives an insight to the history of diplomacy for furhter understanding of the concept itself, its impact and forms. According to Jan Melissen and Joseph Nye theoretical part also looks at such terms as propaganda, „nation branding” and cultural relationships as well as public diplomacy’s link with „soft power”. The emphasis of the thesis has been put on Mark Leonard’s three dimensions of public diplomacy – reactive, proactive and relationship building, which are used to analyze empirical part of the paper. The empirical part starts with an overview of events which took place in the Arab spring, followed by more concrete hronological report of Egypt’s revolution, focusing on the four month timeline starting from 2011 january till april. Reactive dimension has been analyzed exploring TV channel’s Alhurra and Radio Sawa impact as well as statements of U.S. Embassy in Egypt and official visits. To analyze proactive dimension and relationship building dimension author uses entrepreneurship promotion, education and cultural exchange programs and U.S. financing for military aid and democratization. To evaluate the impact of proactive and relationship building dimension on U.S. image author sets another hypothesis H1: „Proactive and relationship building dimension did not improve the U.S. image.” For valuable analysis of the impact of reactive dimension activities it is necessary to set the last hypothesis H2: „Reactive public diplomacy dimension did not improve the U.S. image.” According to the public polls, despite the fact that U.S. is active in using public diplomacy dimensions, they do not gain the desirable target, if one assume that the aim is improving state’s image, which means that the hypothesis has approved. The most of the U.S. public diplomacy has been based on official statements and speeches, what resulted as public diplomacy’s inability to imporve the U.S. image in the eyes of Egyptian people.
