Starptautiskā sadarbība bibliogrāfijā

Abstract

Bibliogrāfija ir viena no galvenajām bibliotēku darbības nozarēm, tā pārstāv kultūrvēsturiskas vērtības, bagātina un parāda kultūras attīstību. Viena no būtiskākajām katras valsts kultūras vērtībām ir – nacionālā bibliogrāfija, tā ir arī visas bibliogrāfijas pamats. Tās pilnvērtīgai funkcionēšanai un attīstībai būtisks priekšnoteikums ir starptautiskā sadarbība. Starptautiskā sadarbība bibliogrāfijā tiek realizēta ar dažādu bibliotēku un informācijas organizāciju, asociāciju, biedrību u.tml. palīdzību. Viena no vadošajām organizācijām, kas pārstāv un realizē starptautisko sadarbību, diskusijas un pētījumus visās ar bibliotēku darbu saistītās jomās, ir IFLA – Starptautiskā bibliotēku asociāciju un institūciju federācija. Lai sekmētu bibliogrāfijas attīstību, t.sk. aktualizētu bibliogrāfijai svarīgus jautājumus, izstrādātu bibliogrāfijas teorijas un praktiskās sadarbības jautājumus, IFLA ietvaros tika izveidota Bibliogrāfijas komisija (šodien Bibliogrāfiskās uzskaites nodaļa), kas izstrādā un realizē bibliogrāfijas politiku starptautiskā līmenī. Informācijas komunikāciju tehnoloģiju attīstība ir veicinājusi strauju informācijas pieaugumu, kā rezultātā ir aktualizējušies jautājumi par informācijas organizēšanu, ar to saprotot informācijas sakārtošanu, saglabāšanu un pieejamības nodrošināšanu. Šodienas informācijas laikmets bibliogrāfijas disciplīnai ir izvirzījis sekojošu uzdevumu - sistematizētas un saprotamas informācijas pieejamība vispasaules mērogā. Sadarbība ir nepieciešams komponents, lai bibliogrāfi veiksmīgi realizētu šo misiju. Pasaulē minētos jautājumus risina sadarbojoties valstu nacionālām, reģionālām, starptautiskām bibliotēku un informācijas organizācijām u.tml. institūcijām, arī individuālām personām, radot standartus, izstrādājot projektus un programmas, lai sekmētu informācijas organizēšanu, kā arī atbalstītu bibliotēku nozari kopumā. Bibliography is one of the main brunches of the library aspects; it represents heritage values, discovers the reasons of events, conditionality, regularities, also enriches with and shows the development of culture. NB- the national bibliography is one of the most essential elements of every country and is also the very bases of all bibliography. In order to make its work, existence; development of full value, an essential precondition is the international cooperation. The international cooperation can be performed by assistance of several libraries, information organizations, associations, unisons and others. IFLA-the international federation of library associations and institutions is the leading organization that represents and realizes international cooperation, discussion, researches in all spheres related to the library work, especially emphasizing bibliography. In order to promote bibliography effectively, to activate important for libraries issues, to work out the theories of bibliography and to succeed the development of bibliography, IFLA creates the department of Bibliographical control that further creates and realizes the policy of bibliography upon the international mark. The development of information communication technologies has succeeded in fast information growth that has resulted in actualizing issues on information organisation which means providing with filing, preserving and accessibility of information. Nowadays the information age has set a target to the discipline of bibliography – to make systemized and comprehensible information accessible on the global scale. Cooperation is a necessary component for bibliographers to accomplish this mission in a successful manner. Worldwide the particular issues are being solved cooperating with the national, regional, international library and information organizations and similar institutions ,also individuals ,thus, creating standards ,developing projects and programmes in order to succeed information organizing, as well as supporting the field of libraries in general.
