Kiberdrošības koncepta attīstība Latvijā un Igaunijā

Šī darba fokusā ir šobrīd aktuālais kiberdrošības koncepts. Pētījumā tiek aplūkota Latvijas un Igaunijas situācija kiberdrošības jomā, lai pārbaudītu, vai un cik lielā mērā starp abām valstīm pastāv atšķirības kibertelpas drošības politikas instrumentu attīstībā. Drošībiskošanas teorijas ietvaros tiek pārbaudīts, vai 2007.gada kiberuzbrukumi Igaunijā un 2010.gada Neo incidents Latvijā ir uzskatāmi par drošībiskošanas procesa sākumpunktiem. Izanalizējot iegūto informāciju un apkopojot ekspertu viedokļus, tiek secināts, ka ne Latvijas, ne Igaunijas gadījumi nav attiecināmi uz drošībiskošanas teorijas ietvaru. Taču šiem atskaites punktiem ir bijusi liela nozīme, īpaši Igaunijā. Tāpat tiek secināts, ka Igaunijā kibertelpas drošības politikas instrumenti ir progresējuši vairāk gan stratēģiskajā, gan institucionālajā, gan pētnieciskajā līmenī. This paper focuses on cyber security concept and examines Latvia’s and Estonia’s development of cyber space security policy tools in order to understand whether and to what extent there are differences between the two Baltic neighbours. Within the framework of securitization approach author tests whether cyber attacks on Estonia in 2007 and Neo incident in 2010 in Latvia should be considered as part of securitization. Results of information analysis and expert surveys combined with theoretical part demonstrated that neither Estonian, nor Latvian case could be attributed to the securitization framework. It is also explored that the Estonian cyber space security policy tools have progressed more than those in Latvia in strategic, institutional and research level.
